IVLZ - Traffic recording

The Integrated Traffic Management Centre Stuttgart (IVLZ) records the traffic situation in the city around the clock: Clear roads, slow moving traffic, congestion, and any delays to the bus, tram or light railway timetables - the IVLZ operators have all the up-to-the-minute information at their fingertips. This is used as the basis for active intervention to regulate both road traffic and the public transport network.

The incidence of traffic occurring at any one time is recorded, for instance, by permanently installed measurement points positioned in the greater urban area - for instance at the Rosenstein Bridge or on roads such as the Heilbronner Straße. In addition, mobile sensors installed in the city''s approximately 700 taxis are continuously tracked. The resulting GPS data provides the IVLZ with information on the current speed of each indiviudal taxi, from which the prevailing traffic situation can be deduced. This facility gives the IVLZ an overview of possible congestion problems occurring in districts which are not fitted with a permanently installed measurement point.

Another important element of the overall traffic picture is provided by the SSB''s operations control system, which monitors the situation in the city''s bus and tram network. This allows a fast, selective response to delays in the bus and tram timetable.

The traffic surveillance system operated by the Police Department provides additional up-to-date information. Any incidents or events likely to affect the traffic situation can be reported directly to the operators in the Control Centre either over the operations control computer or by police radio.

Information on existing or planned construction sites, organized events and occupancy levels in the city''s open-air and multi-storey car parks is collated centrally in the IVLZ using specially developed software (Central Traffic Information VIZ).

CCTV pictures gathered by the SSB AG and the City''s Civil Engineering Department provide additional information about the traffic situation, in particular on the main arterial routes and at major junctions.

The dynamic picture created of the traffic situation and the on-going evaluation of data permit evolving critical traffic situations or bottlenecks in the transport system to be detected at an early juncture. The operators working at the IVLZ evaluate all events of relevance for the traffic situation and work as a team to put in place a series of operational measures designed to guarantee a fast response.
