Bonus Card + Culture

The Bonus Card + Culture is a voluntary social benefit provided by State Capital Stuttgart. You can use it to obtain discounts and subsidies for a wide range of activities. It should enable individuals entitled to the card to participate in cultural, sporting and social life in the city despite their financial constraints. In addition, the Bonus Card + Culture also enables you to obtain discounted monthly tickets for public transport within the city limits of Stuttgart.

Individuals entitled to the card

Individuals entitled to receive the Bonus Card + Culture are exclusively persons whose main residence is registered as Stuttgart and who receive

  • Benefits in accordance with the Social Code II (SGB II)
  • Benefits in accordance with the Social Code XII (SGB XII)
  • Benefits in accordance with the Asylum Seekers' Benefits Act (AsylbLG)
  • Housing benefit
  • Child benefit
  • Youth assistance (SGB VIII)
Individuals entitled to the card are also persons on a low income who do not claim any social aid payments to meet their living expenses.
The following persons will receive the Bonus Card + Culture 2016 without submitting a special application
  • Persons who have received benefits in accordance with the Social Code II (ALG II) on 6.12.2015. If a decision is made about the application after 6.12.2015, the Bonus Card + Culture will be issued by the Office for Voluntary Services at the Social Welfare Office following the submission of a current notice of approval from Stuttgart Job Centre.
  • Persons who received benefits in accordance with the Social Code XII (basic security benefit or social benefit) and benefits in accordance with the Asylum Seekers' Benefits Act in November 2015. If a decision is made about this application after 20.11.2015, the Bonus Card +Culture will be issued by the Office for Voluntary Services at the Social Welfare Office after notification by the Citizens' Office for Social Benefits.
Children under the age of 6 will not receive their own Bonus Card + Culture 2016. However, they can present their parent's Bonus Card + Culture 2016 to claim discounts.

Recipients of housing benefit or child benefit

Recipients of housing benefit or child benefit receive the Bonus Card + Culture regardless of their income level. This only requires a completed application for 2016 and the submission of a current notice of approval regarding the provision of housing benefit or child benefit.

Income limit

Persons who are not entitled to the card under one of the categories mentioned above and who are on a low income in accordance with the standard requirements of SGB II or SGB XII can also receive the Bonus Card + Culture upon application. The prerequisite for this is that the total income of all family members living in the household does not exceed the specific applicable income limit.

If you exceed the income limit that applies to you during 2016, you will be obliged to return your Bonus Card + Culture 2016 to the Social Welfare Office!

The income threshold is increased by € 60 for persons with a disability of at least 50%. No proof of income has to be submitted by families with 5 or more children in order to receive the Bonus Card + Culture. You only need to present proof that you receive child benefit for at least 5 children. The children must be registered as living with their parents with their main residence in Stuttgart.

How to determine the allowable income?

The income is determined from the income of all family members in the household (including your spouse/civil partner and their children). Generally average monthly gross incomes are applied (including special bonuses). The following flat rates are deducted from the average gross incomes to calculate the allowable income.

  • 35% from the earnings of manual workers and salaried employees
  • 25% from civil servant's salaries
  • 6% from any other income (e.g. child benefit, maintenance, advance payment of maintenance, maintenance allowance, unemployment benefit I, parental benefit, sickness benefit, pension, mini-job etc.)
Deductions for taxes, social security contributions, contributions to public and private insurances and advertising costs (e.g. travel costs) are to be offset by this. The total amount determined in this way (so-called adjusted or allowable income) is compared with the respective income limit (see table).

Which documents are required when applying?

Please substantiate all your income with the appropriate evidence, for example:

  • with your current payslip (e.g. December 2015)
  • your tax statement 2014,
  • your current unemployment benefit notification,
  • your last pension statement (supplementary pension, company pension, widow's pension)
  • your housing benefit, child allowance or child benefit statement

Provisions for children and young people:

A variety of new discounts has been introduced with the Bonus Card + Culture since 2009, especially for children and young people.
Provisions for children and young people:

  • Exemption from charges in daycare facilities for children, crèches and within the framework of reliable fixed hour primary schooling.
  • A € 1 discounted lunch at general schools, special schools and special nursery schools in the city of Stuttgart.
  • No costs are incurred when staying at the Waldheim forest retreats, a nationwide holiday initiative for inner-city children.
  • Participants receive a discount of 90% on courses at Stuttgart Music School.
  • Granting of a discretionary budget of € 50 per student for municipal general schools and special schools. This is applied by the schools on their own authority to support financially disadvantaged children in the areas of health, mobility, music and culture.
  • Granting of a resources budget of € 100 per child in daycare facilities for children aged between 0-6, crèches and full-time schools.

Municipal school allowance as a voluntary benefit

The City Council decided in its 2010/2011 budget to grant a so-called school allowance of € 50 per student to children and young people in classes 1 to 13 in general schools as a voluntary benefit for the purchase of school supplies.

The following preconditions apply for the granting of the municipal school allowance for the 2016/2017 school year:

  1. Students attending a general school in Stuttgart in September 2016 (these are primary schools, middle schools, secondary modern schools, technical secondary schools, schools for children with special needs, grammar schools, vocational grammar schools). The municipal student allowance cannot be granted
  2. The student has a valid Bonus Card + Culture 2016.if you attend a vocational school, college or so-called basic remedial class.
  3. The application is submitted to the Social Welfare Office together with the necessary documents (school certificates if necessary) no later than 31.12.2016
  4. The student or parents are receiving none of the following statutory benefits on the cut-off date of 1 August 2016:
  • Unemployment benefit II from the Job Centre Stuttgart
  • Basic security benefit/social benefit from Stuttgart Social Welfare Office
  • Benefits in accordance with the Asylum Seekers' Benefits Act (AsylbLG)
  • Housing benefit in accordance with the Housing Benefit Act (WoGG)
  • Child benefit from the Family Fund in accordance with the Child Benefit Act (BKGG)
Provided that you are receiving one of the benefits listed in section 4 on 1 August 2016, you will be entitled to receive the statutory educational and participation benefits of € 100, particularly for the provision of school supplies (€ 70 on 1 August and € 30 on 1 February). Further information is available from the Job Centre.

The municipal school allowance, a voluntary benefit provided by the city of Stuttgart, cannot be granted in this case!

Persons who have not received an application for the granting of the municipal school allowance in the post can obtain an application and the accompanying information letter from July 2016 from the Office for Voluntary Services in Eberhardstrasse 33, 4th floor, 70173 Stuttgart during office hours.

A school certificate for the 2016/2017 school year is strictly required for children born in 2010 and 2011 (children starting school for the first time) and for children born in 2000 and before (1999, 1998 etc.). This is available from the school office and must be enclosed with the application. The completed application with two signatures for the granting of the municipal school allowance should be sent to the following address:
The Social Welfare Office will transfer the municipal school allowance to children and young people attending general schools who are entitled to it on receipt of the completed application documents; it will be transferred to the bank account specified on the application probably only at the end of September 2016. Incomplete or unsigned applications will not be processed and will be returned with the documents to the applicant.

An annual subscription for the SSB is excluded for holders of a Bonus Card + Culture who use the above-mentioned discounts. You need a special "Combi-pass Bonus Card" to be able to take advantage of the reduced monthly ticket. If you are not already in possession of one of these combi-passes, then please contact one of the four SSB customer centres or one of the other SSB sales outlets directly and present your Bonus Card + Culture. You must present an official photo ID with a combi-pass for the senior citizens' ticket or the 14-hour junior ticket.

Further discounts

The Bonus Card + Culture can be used for purchases in the Schwäbische Tafel food charity shops and the so-called social department stores. Information on the individual sales outlets and additional discounts can be found in the "Bonus Card + Culture flyer.

Culture for All

"Culture for All" enables the holders of the Bonus Card + Culture free admission to cultural events. A wide range of cultural institutions is involved in the new Stuttgart initiative and provides a certain quota of free tickets for their events. The admission tickets are

  • free of charge
  • from a fixed allocation
  • from all price categories
  • to be reserved and pre-ordered directly with the establishment just like with other discounted tickets
  • to be obtained directly from the participating cultural establishments.
