On the basis of Section 10 (1) of the German Building Code (BauGB) and Section 74 of the State Building Code (LBO), the municipal council of the state capital of Stuttgart adopted the development plan and the statutes on local building regulations at its meeting on October 23, 2025.
The development plan was drawn up using the procedure for inner development plans in accordance with Section 13a BauGB.

At its meeting on October 21, 2025, the municipal council's Committee for Urban Development and Technology decided to put the draft development plan on public display in accordance with Section 3 (2) of the German Building Code (BauGB) and the draft of the local building regulations in accordance with Section 74 of the State Building Code (LBO).
The development plan will be drawn up using the accelerated procedure in accordance with Section 13 a BauGB without carrying out an environmental assessment in accordance with Section 2 (4) BauGB.
