At the residents' meetings, important matters concerning the state capital Stuttgart and the respective city districts are discussed with the citizens. In addition, the events offer the opportunity to address problems arising from the spatial proximity to neighboring city districts and surrounding communities.
The Lord Mayor, the specialist mayors and the respective district mayors are available at the meetings to answer residents' questions and make suggestions. Between two and four residents' meetings are held annually. Thus, one event is held every five to seven years in each of the 23 city districts.
The holding of residents' meetings is regulated both in § 20a of the municipal code for Baden-Württemberg and in the regulations for residents' meetings of the state capital Stuttgart.
Procedure of the residents' meetings
After the district mayor has opened the residents' meeting, the mayor speaks about current affairs and changes in the city and the respective district. In the subsequent debate, the residents of the city district have their say and can raise their concerns. Concerns that cannot be adequately clarified are answered in writing by the responsible department or office.

Participation procedure
Since 2015, online participation has been carried out in advance of every residents' meeting. All residents of the respective city district have the opportunity to actively participate in the residents' meeting of their city district in the municipal participation portal (opens in a new tab). This process takes place in three stages:
- First phase: In the first phase, a survey can be used to evaluate the ten most important issues in the district. Interested parties simply tick off what seems most important to them. Afterwards, participants can then see in an overview how votes were cast for which issues. This survey is usually active for about two weeks.
- Second phase: In the second phase, over a period of about three weeks, residents have the opportunity to submit specific concerns and questions and to rate suggestions made by others. The city administration comments on the contributions on the participation portal.
- Third phase: The third and final phase is the residents' meeting itself. Where and when it takes place and how to get there can also be found on the participation portal.
