Allocation of a plot of land in the Hallschlag district
On November 27, 2025, the municipal procedure for awarding a plot of land in Düsseldorfer Straße in Hallschlag to a building community started again. The information event on the award procedure took place in the Römerkastell in February. The documents are available for download on the Municipal Real Estate page under "Current offers".
Interested individuals and households must form a group in order to participate in the award procedure. As a building community, they can take part in the concept procedure, which is divided into two phases. In the first phase, until the end of January 2026, the applicants jointly submit an expression of interest. Only in the second phase of the process is an application with a concept for the residential project required. This deadline runs until April 2026. To find participants for a joint project, individuals, households and existing groups can use the city's online contact exchange (see below).

How a building community works
A building community is an association of households and individuals who jointly acquire a plot of land in order to plan, build and live in their own residential project. This can be a new build or an existing property. The main aim is to create residential property. However, rental models are also possible, either with a cooperative approach or in cooperation with one or more investment partners.
Building cooperatives not only offer the opportunity to save costs compared to the "normal" housing market. They also offer the chance to actively shape the future - collectively and yet individually. This requires commitment, cooperation and a willingness to compromise on the part of the members. The communal use of properties and areas helps to save resources and creates space for new offerings, such as community rooms, workshops, music rooms, sports and games rooms, roof terraces, urban gardens and much more.
