Support program for electric tricycles

Only people from Stuttgart who are restricted in their mobility are eligible for funding. The mobility restriction must be proven by a valid severely disabled person's pass (G or aG mark) or a current medical certificate expressly confirming the mobility restriction. Only one e-trike will be funded per grant recipient.

The following conditions must be met:

• Main residence in Stuttgart
• Applicants are also users of the e-trike applied for. Parents apply for funding on behalf of their handicapped child who rides the e-trike.
• Applicants must be in possession of a valid severely disabled person's pass (mark G or aG) or a current medical certificate expressly confirming the mobility restriction.
• Consent of the applicant to affix the "Stuttgart goes electric" campaign logo to the subsidized e-trike
• Applicants undertake to use the subsidized e-trike for at least three years in their own household in Stuttgart (primary residence)

Applications for funding can be submitted on an ongoing basis. The available funds will be allocated after the applications have been received. The application is deemed to have been submitted with priority when it has been received in full by the approval office. The date of receipt is the date of receipt in the electronic mailbox.

Applications are processed on a first-come, first-served basis. This means that applications are examined in the order in which they are received. Stuttgart residents will be supported as long as funding is available or the funding pot has not yet been exhausted.

Funding is available for the one-off purchase or leasing of a new, electrically assisted trike (e-trike) per eligible applicant (grant recipient).

E-trikes are three-wheeled electric bicycles that are propelled by muscle power and are equipped with an electric motor auxiliary drive with a maximum motor output of 250 W and pedal or manual drive assistance* up to 25 km/h (starting assistance up to 6 km/h permitted). They are not considered motor vehicles according to § 1 Para. 3 StVG and are therefore not subject to registration. They must

• have a stable frame with three rigid wheels with low entry (low entry), which stands on its own without special aids and
• have a stable transport facility (storage facility/storage basket) on the two-wheeled front or rear axle, which is firmly connected to the frame and can hold a transport weight of 25 kg.

* E-trikes with manual drive (hands-on cycle) are colloquially known as hand bikes.

The purchase or leasing of an e-trike is subsidized with up to 2,000 euros. 1,500 euros are paid out immediately. 500 will be paid out after three years as a sustainability bonus on application if either no car has been registered in the subsidized household since the e-trike was purchased or a car has been deregistered without replacement in the last three years and no other car has been registered for a period of at least three years after deregistration.

The state capital of Stuttgart wants to achieve a sustainable reduction in the number of cars on the roads in Stuttgart. On the one hand, we therefore want to offer a bonus to recipients who do not own a car in the first place. On the other hand, the state capital of Stuttgart would like to support those who, when using the e-trike, realize that they can manage without a car or second car and therefore deregister a car without replacement.

Applicants who are holders of a Bonuscard or FamilyCard will receive an additional subsidy for the purchase or leasing of an e-trike. You can find detailed information on this in the section "Subsidy with a social component".

Applications for funding can be submitted immediately.
Applications will be processed and funding decisions made on a first-come, first-served basis.

Budget funds are currently available until 2025. As soon as the funding amount has been exhausted, this will be communicated on this website.

1. You apply for funding from the City of Stuttgart before ordering/purchasing the desired e-trike and submit the following documents by e-mail or post:
   
   - Fully completed application form
   - Proof of main residence in Stuttgart (e.g. copy of identity card - front and back)
   - Copy of the valid disabled person's pass (G or aG mark) or a current medical certificate confirming the mobility restriction
   - Quotation for the desired e-trike (with specific model name and price)
   - Copy of a valid bonus card or family card, if applicable
   
   
2. The City of Stuttgart will check your application. If all conditions are met, you will receive the grant notification stating your grant amount by e-mail and by post (with the grant sticker).
   
   
3. You order the approved e-trike or sign the associated leasing contract within one month of receiving the funding approval. Please send us a copy of the order confirmation or the leasing contract as proof of the order.
   
   
4. You will initially pay the invoice amount yourself.
   
   
5. After delivery/takeover of your e-trike, submit the application for payment of the subsidy amount within five months of the order with the following documents:
   
   - Fully completed and signed proof of use / application for disbursement (= Annex 1 of the grant notification)
   - Invoice (for leasing: leasing contract and takeover protocol)
   - Proof of payment (e.g. transfer voucher, bank statement, receipt; in the case of leasing: payslip stating the contractually agreed monthly leasing rate)
   - Photo of the subsidized e-trike with subsidy sticker attached
   
   
6. The City of Stuttgart will check your proof and then transfer the subsidy amount to you.

In order to receive the sustainability bonus, please submit the following documents to the City of Stuttgart no earlier than three years after the purchase (delivery / takeover) of your e-trike:

1. Annex 2 of your grant notification: "Application for granting and payment of the sustainability bonus"
2. Self-declaration of non-ownership and non-use of a car in your household in the past 3 years (category 1) or self-declaration of deregistration of a car (category 2) in the past 3 years (Annex 3 of your grant notification) and
3. Proof of deregistration of a car (category 2):
   in the case of deregistration or sale: canceled vehicle registration certificate with stamp from the registration office or letter from the registration office in the case of online deregistration or motor vehicle tax assessment notice from the main customs office in Ulm
   For company or company cars: confirmation from the company that the company car has been surrendered without replacement

After deregistering or reregistering the car, no other car may have been (newly/again) registered in your household for a period of at least 3 years. This ensures that households in both categories (see above) are treated equally.

In concrete terms, this means that if you decide to permanently give up a car within one year of receiving the subsidy notice and put your decision into practice during this time, the application deadline specified in the subsidy notice is sufficient. However, if you only deregister a car more than a year later, you will not be able to complete the three years without a deregistered car within the specified application period. In this case, you must apply for an extension to apply for and receive the sustainability bonus before the deadline expires, which we are happy to offer you today.
