Display systems with non-ionizing radiation on humans

The operation of systems for the application of non-ionizing radiation to humans for cosmetic or other non-medical purposes must be notified to the public health department at least two weeks before commissioning in accordance with the Ordinance on Protection against Harmful Effects of Non-ionizing Radiation in Human Use (NiSV).

This administrative service can be requested by the operator of an installation if he wishes to commission an unnotified and/or new installation.

In addition, the notifications must be accompanied by proof of the specialist knowledge of all persons using the notified system. The notifications and certificates of professional competence can be submitted digitally to the Stuttgart public health department via the service portal using this OZG process.

After you have notified the operation of a facility for the application of non-ionizing radiation at least two weeks before commissioning, the competent authority will inspect it and, if necessary, request additional documents.

In accordance with the Ordinance of the Ministry of the Environment and the Ministry of Social Affairs on responsibilities for matters relating to protection against non-ionizing radiation when used on humans (NiSGZuVO) of 31 July 2013, the district administration offices in the rural districts and the mayors' offices in the urban districts are generally responsible for compliance with the NiSG and the ordinances issued under this Act as lower administrative authorities.

The following information is required to indicate the operation of a system for the application of non-ionizing radiation:

• Details of the system operator
• Information on the system (e.g. manufacturer, serial number, model, type) and information on the application
  
• Details of the persons using the equipment,
  
• Proof of specialist knowledge or training in each case

The operator must notify the system at least two weeks before the planned commissioning.
