You have received a building permit which includes as a condition to conclude an agreement with the Civil Engineering Office, Department of Administration and Law? You want to install a pipe sleeve in the public road space and have a road management permit? You intend to install thermal insulation that overlays public street space? Do you intend to build over and/or under public road space? Then this must be permitted by the civil engineering office.
Procedure
1. please send the plans and information listed under "Required documents" to the following e-mail address: poststelle66-1.3stuttgartde
Alternatively, the required documents can also be sent by mail to the Legal, Contracts and Mobility Department.
2. once the required documents have been submitted in full, we will review your request internally within the city.
If there are no objections to the project, we will prepare a draft contract (in duplicate) and send it to you for review. If you agree, we will ask you to sign (in duplicate) and return both copies.
The contract will then be countersigned in our office and you will receive one of the copies for your documents for further use (e.g. for submission to the building authority (for building approval)).
Required documents
In order to be able to conclude a permit agreement, we require precise and detailed information about the construction project.
1. general information/documents
- Name and address of the building owner
- Address of the construction project
- Description of the building project
- Copy of the building permit, or the road management permit
- as well as planning documents (A4 or A3, with plot boundary and dimensions drawn in) (for the planning documents, please refer to No. 2 "Necessary plans and information in detail")

- Please mark the subject of the contract in a clearly distinguishable color so that it can be distinguished from other entries. We refer to the colored marking in the contract text (example: permission to use the area marked in red).
- The site plan must be up-to-date and include the exhibitor and the date of exhibition.
2. necessary plans and information in detail
Overbuilding part of the building, bay windows, etc. / Underbuilding underground parking, connecting corridor, etc.:
- Copy of site plan with over/under construction shown in color.
- Floor plans of the cross-border floors with details of use
- Section of the entire building with marked parcel boundary and colored superstructure/understructure
- Views of the building
- square meters of the superstructure/substructure
Steps, awnings, cornices:
- Copy of site plan with over/under construction drawn in color.
- Section of the whole building with marked parcel boundary and colored superstructure
- Square meters of the superstructure
Light and air shafts, emergency exits:
- Copy of the site plan with colored indication of the subject of the contract
- Floor plans of the cross-border floors with information on their use
Production access / access road (also temporary):
- Copy of site plan with access/access marked in color, and dimensions indicated. (If trees must be cut down, please also draw this on the site plan. Also any replacement plantings).
- Execution planning (if available)
Laying of pipe, summer pipe, empty pipe, sewer:
- Copy of the site plan with colored insertion.
- Description of the installation Length, DN etc. (e.g. sewer)
- If municipal empty conduits are used Empty pipes additionally: indication how many segments
Installation of pipe sleeve (sunshade, flagpole):
- Site plan (scale 1:500) with colored pipe sleeve (note that the pipe sleeves must be located within your outdoor catering area).
Thermal Insulation :
- Site plan (scale 1:500, 1:200 if required) with thermal insulation drawn in color and dimensions of the overlay (width and depth)
- floor plans of the transgressing floors with information about their use
- section of the building showing the number of all floors (in the section the boundary of the plot must be recognizable, as well as the subject of the contract must be marked in color).
Injection anchors, soil nails, groundwater measuring point, shaft:
- Copy of the site plan with installation marked in color.
