Municipal council decides to extend the parking fee exemption for car-sharing vehicles for a further two years

Moped sharing is included in the exemption

Since January 2023, car-sharing vehicles have been allowed to park free of charge on public streets throughout the city of Stuttgart. On Thursday, December 5, the municipal council therefore decided to extend the parking fee exemption for car-sharing vehicles for a further two years.

In addition, moped sharing (e.g. for electrically powered mopeds) was included in the exemption. E-moped sharing of the stella brand is widespread in Stuttgart.

The previous parking fee exemption for car sharing vehicles had a very positive effect on the size of the car sharing fleet in Stuttgart, which has been growing continuously ever since. Since then, the number of car sharing vehicles in Stuttgart has more than doubled from around 750 to 1,830 cars. This positive development has led to Stuttgart rising to fourth place in the new nationwide comparison of car sharing. Two years ago, the city was still in twelfth place in the car sharing city ranking of the German Car Sharing Association.

Martin Körner, Head of the Policy Department for Climate Protection, Mobility and Housing, welcomes this development: "Car sharing is more popular than ever in Stuttgart. For many people in Stuttgart, this is exactly the right mobility option: flexible and without the high fixed costs of owning a car. That's why we want to continue to promote car sharing and support it even more in future."

Wolfgang Forderer, Head of the Mobility Department in the Climate Protection, Mobility and Housing Policy Division: "The municipal council has commissioned the administration to support the expansion of car sharing in Stuttgart. Strengthening car sharing is one of the measures in the state capital's climate mobility plan. By promoting station-based and station-independent (free-floating) car sharing, citizens have a wider choice of mobility services at their disposal. This brings us a step closer to achieving our climate targets."

Car sharing providers also reacted positively to the car sharing-friendly decision by the city of Stuttgart. Providers of station-based car sharing can now park cars in managed areas where there are not yet any permanent car sharing stations. This means that an accessible and continuously available car sharing service can be guaranteed in many areas.

The decision has also made Stuttgart particularly attractive for providers of free-floating car sharing. The waiving of parking fees in Stuttgart has led to a sharp increase in the number of free-floating vehicles. According to statements from various providers - both in the station-based and free-floating sectors - this positive trend remains stable.

The extension of the parking fee exemption comes at a time when the state capital of Stuttgart has launched a campaign to promote car sharing. Background

The parking fee exemption for car sharing vehicles has been in force since January 2023 and will be extended until December 2026. No parking ticket has to be purchased for sharing vehicles, cars and mopeds in public parking spaces in Stuttgart. This applies on the roadside or in parking bays and in neighborhoods where you would otherwise need a resident's parking permit. Please note that parking must be legal. Maximum parking times must be observed. Stopping and parking bans as well as the maximum parking time at parking ticket machines or e-charging stations must still be observed. Free parking only applies to cars and mopeds from organizations and companies that are recognized under the Car-Sharing Act.

The "car sharing" principle is a good option for anyone who only needs to use their car occasionally. Fixed costs for insurance are eliminated and there are no unforeseen expenses for repairs. Many companies have a wide range of vehicles, from small cars to estate cars, so that different types of vehicle can be rented depending on requirements.
