All residents of the state capital Stuttgart can actively participate in the planning of the city's finances and thus play an advisory role in shaping the city. Where should savings be made? Where should investments be made? How can more revenue be generated?
Citizens can submit their own ideas on these questions and evaluate the suggestions of other participants. The best-rated ideas are then incorporated into the municipal council's deliberations on the next double budget. The city determines its income and expenditure every two years in the double budget.

From January 10 to 23, 2025, all Stuttgart residents were able to propose their ideas and projects at www.buergerhaushalt-stuttgart.de (opens in a new tab). The proposals must relate to the city budget and be part of the city's remit. The citizens of Stuttgart had until February 26, 2025 to rate the submitted proposals.
The 100 best-rated citizen proposals from the city districts will be forwarded to the specialist administrations and district councils for comment. Here, in spring 2025, the feasibility will be examined from a technical perspective, for example, the costs will be determined and the legal issues clarified.
The municipal council will decide which proposals will be implemented during the budget deliberations from fall 2025.
Participation offers opportunities for citizens
Since 2011, participatory budgeting has been a procedure for involving all citizens in the preparation of the city's double budget. It offers Stuttgart residents many advantages:
- They will be better informed about the municipal budget and the city's plans.
- They will be more involved in the preparation of the city budget than before.
- They will be able to identify more with their city.
- They set their own priorities through their proposals and assessments and thus provide the city council and the administration with a decision-making aid.
