The services can have been rendered both in associations, organizations and in the personal sphere. In addition to the Lord Mayor, the parliamentary groups and factions of the municipal council, non-attached members of the municipal council as well as the aldermen can make suggestions for the persons to be honored. The municipal council decides who is to receive the badge of honor.
The plaque of honor of the state capital Stuttgart is awarded every year by the Lord Mayor during the citizens' reception.
