This is part of the budget protection concept that the municipal council imposed on the administration in June. Excluded from the freeze are all positions associated with the fulfillment of mandatory tasks, as well as appointments due to maternity leave or parental leave. For example, positions in areas such as public order administration, for example in citizens' offices and immigration, as well as child and youth welfare, which are essential for the fulfillment of legal regulations and mandatory social tasks, are exempt. Trainees who are guaranteed a permanent position should also be kept on after completing their training. The state capital of Stuttgart's own companies are exempt from this ban.
The resolution was passed with the votes of the CDU, BÜNDNIS 90/The Greens, AfD, Freie Wähler and FDP. There were 18 votes against from the SPD, Volt, Die Linke SÖS Plus and PULS parliamentary groups.
Jobs at the city are secure now and will remain so
In his explanatory statement, First Mayor Dr. Fabian Mayer pointed out that the personnel budget, at over one billion euros, is the largest sub-budget of the state capital Stuttgart. "As in all other areas, we also have to make savings here. The financial impact of the measure cannot yet be definitively quantified, as there are still a few unknowns in the equation. However, we do know that around 500 unfilled posts in the voluntary sector currently represent an immense cost block. In light of the budget situation, we need to focus on our mandatory and core tasks."
Mayer emphasized: "All jobs at the city are secure now and will remain so. We remain a reliable and attractive employer with a wide range of benefits." There are currently around 1,500 vacancies in the area of a municipality's mandatory tasks. "We will therefore continue to recruit, but will do so in relation to our core tasks."
The recruitment and reappointment freeze will initially apply until the end of March. A concept for follow-up measures is to be submitted to the municipal council by the time of the job plan discussions for the 2026/2027 double budget (10/11 December).
