Poverty Conference

Poverty has many faces in Germany: children are just as affected as senior citizens. In Stuttgart, too, there are people who are poor or threatened by poverty. How can this poverty be alleviated? And how can opportunities be opened up for people? These were the questions addressed at the 4th Stuttgart Poverty Conference on May 9, 2023.

The consequence of poverty is a lack of participation, often in different areas at the same time. This is precisely where municipalities can start with their measures, because poverty becomes visible on the ground. For the Stuttgart Poverty Conference, the topics were selected on the basis of data on the social situation in the city districts.

In order to reduce poverty in the state capital, the fourth Stuttgart Poverty Conference on May 9, 2023, looked for new ways. At the invitation of the city and the League of Welfare, around 400 participants from politics, science, city administration, the League of Welfare, foundations, self-advocacy groups and civic initiatives discussed strategies against poverty. The leitmotif was: “Recognizing poverty, alleviating it and opening up opportunities”.

In six forums, presentations and a panel discussion, participants considered how the situation of people living in poverty can be improved. The participants agreed that the various anti-poverty initiatives need to be better networked. A sustainable structure for combating poverty is also needed. These measures should accompany the change processes in the state capital across the board.

The  results of the Stuttgart Poverty Conference 2023 PDF-File 2,87 MB were compiled in a report and are now to be transferred into sustainable structures and committees. The conference marks the start of new collaborations and further work on topics such as digital participation and growing up in poverty.

The impact of poverty on society

Those affected by poverty experience the current overlapping crises as an additional burden. The consequences of the Corona pandemic have exacerbated the situation of many poor people in Germany. Rising energy prices, persistent inflation and high rents are making life even harder for them. The general trend is also causing hardship for people who were not previously at risk of poverty.

According to social welfare associations and research institutes, more households than ever are having to save for basic needs and pay close attention to spending. Reserves for emergencies are hardly possible. Even in affluent Stuttgart, more people have economic worries today. Low-income households in particular are burdened, reach their limits and need support. This is shown by feedback from the Stuttgart Welfare League and civil society initiatives in the state capital.

Because their respective incomes were not sufficient, more than 50,000 Stuttgart residents were dependent on social benefits in 2020. What at first glance appear to be personal fates actually affect the city’s society. Because poverty excludes and makes it difficult to participate in daily life. It can divide society, weaken cohesion and ultimately endanger democracy.

Background: What is poverty?

Germany is one of the richest countries in the world. Nevertheless, many people in this country are considered poor because they cannot afford things that are considered “normal”. This poverty has many facets in everyday life: For example, there is no money for the children’s school trip. The new washing machine is too expensive. Or the money is not enough for healthy food. It is becoming more difficult to pay the rent. And the vacation on the Mediterranean is a long way off. Those who live in poverty have no choice.
