The education and participation package
In principle, children, adolescents and young adults who receive citizen's allowance, child supplement, housing benefit, social assistance or benefits under the Asylum Seekers Benefits Act are entitled to benefits. Up to 2.5 million children and young people across Germany benefit from the education and participation benefits of the education package (opens in a new tab).
- Pupils up to the age of 25 who attend a general school or a vocational school without a training allowance receiveeducational benefits. The benefits include excursions, school trips, lunch, school materials, school travel tickets and learning support.
- Children and young people up to the age of 18 receiveparticipation benefits. Participation in sporting, artistic, cultural and social activities is subsidized with 15 euros per month.
In addition to the education and participation benefits, the Stuttgart Family Card is available for children and young people up to the age of 17. The FamilyCard is a voluntary social benefit provided by the City of Stuttgart. The city would like to enable all children and young people to take part in the wide range of leisure and educational activities on offer in Stuttgart.
When is an application necessary?
Anyone receiving citizen's allowance does not need to submit a separate application for education and participation benefits (except for learning support), as education and participation benefits are automatically applied for with every citizen's allowance application. It is therefore sufficient, for example, to present the Bonuscard + Culture at the school or daycare center. For families with housing benefit, child supplement, social assistance or benefits under the Asylum Seekers Benefits Act, the application can be made using the application form provided for this purpose or with an informal letter.
The Jobcenter is responsible for education and participation benefits for recipients of citizen's allowance, child supplement and housing benefit. Anyone receiving social assistance or benefits under the Asylum Seekers' Benefits Act should submit their application to the offices of the Office for Social Affairs and Participation.
