Local transport plan

Stuttgart's local public transport plan sets the course for how local public transport (ÖPNV) should develop. The state capital is responsible for ensuring an adequate range of bus and light rail services.

Whether by S-Bahn, light rail or bus, the local transportation plan forms the basis for making public transportation in Stuttgart even more attractive.

The local transport plan (NVP) for Stuttgart shows how light rail and bus services can be improved, for example in terms of stops, timetables, networking, accessibility and routing. This is a planning instrument provided for by law. The NVP sets minimum standards and specifications for the whole of Stuttgart, defining the scope and quality of services, also taking into account environmental protection, demographic influences and traffic forecasts.

In addition, the local transport plan contains further targets, review mandates and proposed measures. These are intended to help make local transport in the state capital even more attractive and thus persuade citizens to switch to public transport. For example, 2.5 million euros have been budgeted in the 2020/2021 double budget to improve accessibility at prioritized bus stops and to further expand the local transport plan.

The local transport plan is a dynamic document that is constantly adapting to the needs of citizens. The plan is therefore updated at regular intervals. The first local transport plan for Stuttgart was drawn up in 2009, and the update came into force in 2016. Stuttgart residents were able to  participate online (opens in a new tab). A new update of the local transport plan was decided in 2023. In 2024, citizens were once again able to participate in a comprehensive process. The plan is due to be adopted in 2025.
