The FamilyCard credit equivalent to 60 euros per child or young person per year is credited to the FamilyCard. The topped-up card serves as a means of payment for the various leisure and educational offers. The FamilyCard can be applied for and topped up at the following locations:
- by e-mail to familiencardstuttgartde
- at the Voluntary Benefits Office of the Office for Social Affairs and Participation (Eberhardstraße 33, 70173 Stuttgart, 4th floor)
- at the citizen information offices of the district town halls. The contact details for each district can be found at the bottom of this page
Eligibility requirements
The total annual amount of family income (total amount of income according to § 2 para. 3 EStG) may not exceed 70,000 euros. Non-taxable income such as child benefit, parental allowance and housing benefit are exempt.
There is no income limit for families with four or more children. You only have to prove that you receive child benefit for at least four children who all live in your household.
- the FamilyCard can be issued/charged for all Stuttgart children and young people up to and including the age of 16, i.e. up to one day before their 17th birthday
- children who are accommodated in facilities outside Stuttgart but regularly visit their parents (e.g. children in youth welfare or disabled facilities)
- in the case of married parents who live separately, the parent with whom the child has its primary residence is entitled to apply
- foster parents for their foster child or children
- young trainees and school pupils who are themselves registered with their main residence in Stuttgart; even if the parents are registered outside Stuttgart
Required documents
To receive your FamilyCard, you must complete the FamilyCard self-disclosure PDF-File 153,77 kB form and present an identification document and one of the following documents.
- Tax assessment 2024 - for self-employed persons 2023 (the total amount of income according to § 2 para. 3 EStG is decisive)
If no income tax assessment notice is (yet) available, the annual income can be documented by other suitable proof of income in exceptional cases.
- Bonuscard + Culture 2024 or 2025
- Current benefit notification according to SGB II, SGB XII, AsylbLG, WoGG or child supplement
- Electronic income tax statement for the previous year (total annual gross amount less 1,230 euros flat-rate income-related expenses)
- Accumulated December statement from the previous year (total annual gross amount less €1,230 lump sum for income-related expenses)
- Child benefit certificate for 4 or more children living in your household
Validity and deadlines
Top-up period:
The FamilyCard can only be issued or topped up during the year and by December 14 of the respective year at the latest. Retroactive applications or top-ups for previous years are not possible. From December 15, only the credit for the following year can be topped up.
How long is the FamilyCard valid for?
The FamilyCard credit is valid for the calendar year. It cannot be saved for the following year and expires automatically at the end of December 31st of each year.
Processing time
If an application is made by email or post to the Voluntary Benefits Office, the FamilyCard is usually issued within two to three weeks.
If the application is made in person during opening hours, the Stuttgart Family Card is usually issued or topped up immediately.
Activate online payment function
You can use the topped-up card to pay at the Stuttgart swimming pools and Wilhelma. The prerequisite for this payment option is a one-off registration and activation via the FamilyCard payment portal. After successful activation, you can buy tickets online on the websites of the Stuttgart public baths and Wilhelma. You can also view the current balance of your FamilyCard.

Frequently asked questions
Who owns the FamilyCard credit?
The FamilyCard credit "belongs" to the child (cardholder). It cannot be transferred to other persons. It is therefore not permitted to give the money to siblings. In addition, admissions for parents who are not accompanied by their children cannot be paid for with the FamilyCard credit. However, the credit can be used for family admission tickets (siblings and children with their own card included).
How can I have the FamilyCard credit debited?
If the FamilyCard partner has a special reader, the corresponding amount will be debited directly from the FamilyCard at the cash desk.
For FamilyCard partners without a reader, you will receive an offer number. You can use this to have the corresponding amount debited at the Voluntary Services Office or at the Citizens' Information Offices in the district town halls. You will receive a receipt for this, which you then present to the respective FamilyCard partner as proof of payment.
Remote debiting is not possible for technical reasons.
What can I use the FamilyCard credit for?
The opportunities are very varied. Children and young people can play sports in clubs, go swimming in many city districts, spend vacations with friends at the Waldheim, discover exotic worlds at Wilhelma and visit the theater. They can get active themselves and learn an instrument at the music school, make music together or venture onto the cold ice at the Stuttgart Ice World.

How do I get the discount on kindergarten fees?
To receive a discount on the fees for municipal childcare and school childcare, please present the top-up receipt for the current year and your child's FamilyCard at the facility.
As the approval of the FamilyCard is always valid for the entire calendar year, you will receive the discount from January 1 to December 31, regardless of when the FamilyCard was topped up.
Please ask independent and private providers whether they cooperate with the City of Stuttgart.
What should I do if I have lost my card?
If the FamilyCard has already been topped up in the current year, the person concerned must contact the Voluntary Benefits Office (Eberhardstraße 33, 70173 Stuttgart) in person during office hours or send an email to familiencardstuttgartde where the card can then be blocked and a replacement card issued with the remaining balance.
If the FamilyCard card has not yet been topped up in the current year, the person concerned can contact the Voluntary Benefits Office or the Citizens' Information Offices in the district town halls to obtain a replacement card.
The Family Card is a voluntary service provided by the City of Stuttgart to which you have no legal entitlement. A lost card will therefore only be replaced once.
