Solar Offensive

The state capital of Stuttgart supports building owners, tenants, leaseholders and system operators in the expansion of electricity generation using solar energy.

As part of the solar offensive, photovoltaic systems, plug-in balcony PV systems (BPV), electricity storage and charging infrastructure in the state capital of Stuttgart are subsidized.

The following are subsidized

• Accompanying measures for the installation of roof and façade PV,
• the installation of electricity storage systems in conjunction with newly built PV systems,
• the installation of upstream electric charging infrastructure in conjunction with a PV system,
• plug-in PV systems (systems consisting of a balcony module and plug-in inverter).

The costs for accompanying measures during the construction of PV systems on roofs and facades are also eligible, including

• Upgrading the electrical installations and setting up the metering station to implement the required metering concept (all necessary work on the AC side (alternating voltage side), from the inverter to the metering station)
• Scaffolding work (in the case of other parallel work on the building (e.g. facade painting), pro rata recognition is possible)
• Examination of the building statics and any necessary structural upgrading (report by a qualified structural engineer required)
• Relocation of building components (e.g. satellite dish, snow guard, solar thermal system)
• Construction work on the roof cladding (if necessary for the installation of the PV system, e.g. local sealing of a flat roof or removal of an old chimney)
• Lightning protection
• Radio ripple control receiver

As the items mentioned are often very cost-intensive, the funding is intended to help with the threshold for implementation. This applies in particular to tenant electricity systems, where higher financial outlay is often required to implement the necessary metering concept. The subsidy rate depends on the size of the system. For every kilowatt peak (kWp) of installed capacity, the maximum possible subsidy rate for the eligible additional work increases to 350 euros (cap). If photovoltaics is installed above a green roof or on the façade of a building, the maximum possible subsidy rate increases to 450 euros per kWp (cap).

For the above-mentioned types of system, 50 percent of the eligible costs are recognized.

Full feed-in systems

Full feed-in systems have had a special status since August 31, 2023. If operation as a full feed-in system is mandatory for at least 10 years, these will be subsidized with a maximum of 600 euros per kWp with recognition of 100 percent of the eligible costs. This is particularly aimed at apartment buildings (condominiums) and businesses.

Plug-in PV systems

Plug-in PV systems (so-called balcony modules, consisting of PV module, inverter and feed-in cable) are subsidized with a flat-rate grant of 200 euros per system. Holders of a valid Bonuscard + Culture receive a flat-rate subsidy of 300 euros. The storage unit of a balcony power plant is not eligible for additional funding.

Electricity storage

The installation of electricity storage systems (€300/kWh, up to a capacity of 80 percent of the PV output in kWp) and the installation of upstream charging infrastructure for electric vehicles - in each case in conjunction with PV expansion - is also financially supported. Funding of up to EUR 1,000 net per newly installed e-charging facility supplied by the upstream charging infrastructure is available. Preparatory measures are eligible for funding - but the charging station/wallbox itself is not.

If the offer does not contain individual prices for the eligible items, only a significantly reduced subsidy is possible. To submit a complete application, you need an offer with the individual prices for the eligible items. Only then can you expect to receive adequate funding. If the offer does not include individual prices for the eligible items, only the storage tank may be eligible for funding. It is therefore advisable to ask the provider for a breakdown in the offer or to choose an alternative provider.

The mandatory part of the PV system cannot be subsidized. This does not affect the storage system subsidy. A simple example: You install a PV system with an output of 10kWp. A storage system with a capacity of 11kWh is also to be installed. It is mandatory to install 4 kWp of PV power. This means that 10 - 4 = 6kWp are still eligible for the PV system. As the storage system subsidy is not affected by the PV obligation, the maximum storage system subsidy is still 10kWp x 0.8 = 8kWh. If the planned storage system would be 6kWh, you would receive a storage system subsidy for the 6kWh.

No, just like the modules themselves, the substructure is not eligible. Work on the roof tiles for fixing the substructure and metal roof tiles as a replacement for standard roof tiles are also included in the substructure and are not eligible for funding.

The data and documents you provide at the time of submission are decisive for the processing and approval of a funding application. A subsequent increase in funding is not possible in accordance with the funding guidelines. You will receive a message if there are any queries or missing documents.

Due to the very high volume of applications, processing may take some time. Please refrain from making inquiries - except in urgent cases. You will receive a message if you have any questions about your application.

The first step is to submit a funding application with the required documents to the Environmental Protection Agency. As soon as the application has been received, you will receive an automatic confirmation of receipt. Upon receipt, you can award the contract to the specialist company. You submit their offer to the Office for Environmental Protection. It forms the basis for determining your maximum possible funding amount. Once your application has been checked, you will receive a notice of approval. This shows how your funding amount is made up.

In accordance with the funding guidelines, you have one year from the date of the approval notice to install the system and submit the payment documents. If this time is not sufficient, please request an extension of the deadline in your application via the message function.

When your payment documents are complete, upload them via your online application. We will calculate your grant again based on the invoice submitted and the measures implemented. Once the review has been completed, the payment notice will be issued and the payment released. You can access the payment notification via the online portal.
