Citizens of a member state of the European Union as well as citizens of Norway, Iceland and Liechtenstein can enter without a visa and do not need a residence permit. Taking up gainful employment is possible without a special permit.
Right of residence
They enjoy a general right to freedom of movement and therefore do not require a residence permit. In particular, the following are entitled to freedom of movement
- Employees and trainees
- job seekers for 6 months
- established self-employed workers
- self-employed service providers without a place of business
- non-employed persons with sufficient health insurance coverage and means of subsistence (e.g. pensioners or students)
- Permanent residents
Gainful employment / information for employers
EU citizens as well as nationals of Norway, Iceland and Liechtenstein prove their right of residence and right of access to the labor market exclusively by means of their national passport or identity document and registration certificate. Employers therefore no longer have to provide proof of the right of residence for employed EU citizens for this group of persons.

Procedure
Registration
Register your place of residence at one of our citizens' offices in the city area. Please present your identity card or passport.
Proof of right of residence
You can only prove your right of residence with your national passport or identity document and the registration certificate.
The legislator has abolished the certificate of freedom of movement, as you have a general right to freedom of movement by law, especially if the above-mentioned requirements are met. The Aliens Department therefore no longer issues certificates on the right to freedom of movement. No replacement certificates will be issued for presentation to other authorities or agencies.
Permanent residents
If you have continuously fulfilled the requirements for the general right to freedom of movement for five years, you can apply for a permanent residence certificate.
You must submit the relevant proof.

Family members of persons entitled to freedom of movement
