E-cargo bike: Apply for funding for Stuttgart families/apply for payment

To make the purchase of electric cargo bikes more attractive for families, the state capital of Stuttgart is promoting the purchase of new electric cargo bikes. The aim is to enable Stuttgart families and single parents to switch to these environmentally friendly and quiet vehicles. The core of the guideline is to support Stuttgart families with at least one child when purchasing or leasing an e-cargo bike.

The basic subsidy is currently 600 euros. In addition, 500 euros will be paid out as a sustainability bonus three years after delivery of the e-cargo bike, provided that no car was registered in the subsidized household during this period or a car has been deregistered without replacement in the last three years since the e-cargo bike was purchased and no new car has been registered for a period of three years after the car was deregistered. It is therefore not sufficient to deregister a car (because this can also happen shortly before the end of the three-year period of use in order to receive the bonus), but the car-reduced period must be three years.

Only recipients of basic funding are eligible for the sustainability bonus.

The funding recipient undertakes to use the subsidized e-cargo bike in their own household in Stuttgart for at least three years and to display a sticker indicating that they have received funding from the state capital.

The funding guideline also has a social component. This is based on the assumption that families with a FamilienCard or Bonuscard+Kultur require special financial support. For households with a Bonuscard+Culture, the basic subsidy is increased by a maximum of 2,000 euros, for households with a Family Card by a maximum of 1,300 euros to a total of 2,600 euros and 1,900 euros respectively. The sustainability bonus is already included in the increase amounts and will therefore not be paid out additionally at a later date. To avoid undesirable developments, the basic price of e-cargo bikes eligible for social funding has been set at a maximum of 7,000 euros. This means that the expected procurement costs (excluding special equipment and accessories) of an e-cargo bike with a social bonus may not exceed EUR 7,000.

If the required transportation options are not included in the basic equipment of the e-cargo bike, typical vehicle components must also be procured and are part of the basic price. Typical vehicle components are a bolted transport container on the handlebars and one or more child seats behind the driver's seat or a flat transport option.

The funding of pure pedelecs (e-bikes) is not covered by the funding guideline.

In order to ensure that the subsidized families finance their own share of 30 percent or 10 percent, the absolute funding amount for families with a Stuttgart Family Card is 70 percent and 90 percent for families with a Bonus Card + Culture. The percentage calculation is applied if the purchase price of the e-cargo bike is less than €2,889 or €2,714.
