Police certificates of good conduct provide information on whether or not the person named in the certificate has a criminal record. Employers therefore often require the submission of a certificate of good conduct before hiring a new employee.
- the "private certificate of good conduct" (for private purposes)
- the "Behördenführungszeugnis" (for submission to a German authority).
The data of the certificate of good conduct comes from the Federal Central Register.

You can apply for your certificate of good conduct directly at the online portal for justice.
Note for your online application
- Your ID card (opens in a new tab) or your electronic residence permit (opens in a new tab) with the online ID function activated.
- Your 6-digit PIN.
- A suitable smartphone (opens in a new tab) or card reader (opens in a new tab) to identify yourself online.
- Software for secure connection between your ID card and your computer, such as the free AusweisApp2 (opens in a new tab).
- If you need to upload evidence, you can use a digital capture device (such as a scanner or digital camera).
- The application on mobile devices (smartphone or tablet) will be implemented by the Bundesmt für Justiz in the near future.
Prerequisites
- The certificate of good conduct can be obtained upon application by any person over the age of 14.
- If you have an electronic ID card or electronic residence permit (eAT), you can apply for the certificate of good conduct online at the portal of the Federal Office of Justice (https://www.fuehrungszeugnis.bund.de/) (opens in a new tab).
- The application at a citizens' office must be made in person at a citizens' office. (from 14 also possible without a parent or guardian).
- A written application (informal) to the citizens' bureau with an official or publicly certified signature of the applicant is permitted. (An invoice will be sent)
- The person must be registered with main or secondary residence in Stuttgart.
- The application can also be submitted by legal representatives (e.g. parents for minors), in which case the minor does not have to be present.
- For persons of full age, the authorization of another person is not possible.
Procedure
- The application can be submitted online or within Stuttgart at any citizens' office.
- The application will be forwarded to the Federal Office of Justice in Bonn. Here the certificate of good conduct is issued and according to the document type:
- Private certificate of good conduct - document type N to the person or
- Public authority certificate of good conduct - document type O to the designated authority.
Required documents
- identity card or passport
- the purpose of use must be stated when applying for the certificate of good conduct
- for submission to an authority: the exact address of the authority, as the certificate of good conduct will be sent directly to this authority
- if necessary the file number
Processing time
- The processing time for issuing the certificate of good conduct is two to three weeks.
- In urgent cases, an express application may be possible; this is decided by the Citizens' Registration Office in each individual case (additional fee according to expenditure).
