The certificate of good conduct provides information on whether a person has a criminal record or not. The data in the certificate of good conduct comes from the Federal Central Register.
If you want to work with minors on a full-time or voluntary basis, you must submit an "extended certificate of good conduct" upon request.

You can apply for your certificate of good conduct directly in the online portal at the Federal Office of Justice.
Note for your online application
- Your ID card (opens in a new tab) or your electronic residence permit (opens in a new tab) with the online ID function activated.
- Your 6-digit PIN.
- A suitable smartphone (opens in a new tab) or card reader (opens in a new tab) to identify yourself online.
- Software for secure connection between your ID card and your computer, such as the free AusweisApp2 (opens in a new tab).
- If you need to upload evidence, you can use a digital capture device (such as a scanner or digital camera).
- The application on mobile devices (smartphone or tablet) will be implemented by the Federal Office of Justice in a timely manner.
Prerequisites
- Any person aged 14 or over can apply for a certificate of good conduct
- If you are in possession of an electronic identity card or electronic residence permit (eAT), you can apply for the certificate of good conduct online on the portal of the Federal Office of Justice (opens in a new tab).
- The application must be made in person at a citizens' office. (from 14 also possible without a parent or guardian)
- A written application (informal) to the Citizens' Registration Office with an officially or publicly certified signature of the applicant is permitted. (An invoice will be sent)
- The person must be registered with their main or secondary residence in Stuttgart.
- Legal representatives (e.g. parents for minors) can also submit the application; the minor does not have to be present.
- It is not possible to authorize another person for persons of legal age.
Procedure
- You must submit the application in person at a citizens' office. You can also apply for your certificate of good conduct directly to the Federal Office of Justice via an online portal: www.fuehrungszeugnis.bund.de (opens in a new tab).
- The certificate of good conduct can be obtained by any person over the age of 14. Minors can also submit the application without legal representatives (e.g. parents, guardians). Conversely, the legal representatives for minors (up to 18 years of age) can also submit the application. In this case, they must bring their passport or identity card and, if necessary, proof of guardianship.
- Please note that in the case of persons of full age, it is not possible to authorize another person.
- You can also submit the application informally in writing to a citizens' registration office. The fee will then be sent to you as an invoice by mail. Since this is very sensitive data, your signature must be officially or publicly certified and a copy of your passport or ID card must be presented. You can have your signature notarized at a notary public, for example.
- When you make the application, you must indicate whether you need the certificate for private purposes (N) or for submission to a public authority (O). If you need the certificate for private purposes, you will receive it in the mail directly from the Federal Office of Justice.
- A certificate for presentation to an authority will be sent directly to that authority. Therefore, please indicate the address of the authority and, if possible, the file number when submitting your application.

- Valid identity card or passport
- Written confirmation from the requesting office that you meet the requirements for the issuance of an extended certificate of good conduct
- In addition, in the case of a certificate of good conduct issued by an authority: address of the authority and the file number or purpose of use there.
Processing time
- The processing time for issuing the certificate of good conduct is usually two to three weeks.
- In urgent cases, an express application may be possible under certain circumstances. This is decided by the Citizens' Registration Office in each individual case. In this case, you must expect an additional fee.

At the moment, waiting times of up to 2 hours must be expected at the citizens' offices. In the event of very high visitor numbers and the associated longer waiting and processing times, the issue of waiting tokens must regularly be stopped before the end of office hours.
Passport and registration matters are currently being processed as a priority. If you visit the Citizens' Office in connection with registering or re-registering your place of residence or applying for an ID card or passport, you can also deal with your registration matters there. For registration matters on your own, please contact the registration office.
