You have the possibility to participate in road traffic already at the age of 17.
The application can be made six months before reaching the minimum age - i.e. from the age of 16.5. After successfully passing the driving test, you will receive a permit for the requested class B or BE (passenger car).
After passing the driving test, you will receive an examination certificate at the driver's license office, which serves as proof of the right to drive in Germany. The accompanying persons are named in the examination certificate. The accompanying person should be available to you as a contact person in order to give you confidence when driving.
Prerequisites
- You must be at least 16.5 years old.
- You need the consent of your parents.
- You may only drive together with an accompanying person registered in the examination certificate until your 18th birthday.
- Your main residence is in Stuttgart.
Accompanying person
- This person must be named.
- She must have reached the age of 30.
- He/she must have held a valid EU/EEA or Swiss class B driving license (passenger car) for at least five years.
- At the time of applying for the driver's license, he/she must not be charged with more than one point in the driving suitability register.
Procedure
You must apply for a PDF-File 145,91 kB class B or BE driver's license in writing at the driver's license office or at a citizens' bureau. In addition, you must fill out the application to participate "Accompanied driving from 17 years PDF-File 36,86 kB". You will need a separate application for each accompanying person.
After successfully passing the test, you will receive a test certificate. This is proof of your driving authorization. It is only valid within Germany. After your 18th birthday, you can exchange the examination certificate for a card driving license.

The theoretical test may be taken no earlier than three months before your 17th birthday, and the practical test no earlier than one month before your 17th birthday.
When you reach your 18th birthday, the test certificate is replaced by a regular card driver's license.
From the age of 18, you may also drive unaccompanied. If you do not exchange the test certificate for the card driving license during the three-month period, you will no longer have a valid driving license (but the driving license will remain). Driving without a card driver's license is a misdemeanor.

At the moment, waiting times of up to 2 hours must be expected at the Citizens' Offices. In the event of very high visitor numbers and the associated longer waiting and processing times, the issue of waiting stamps must regularly be stopped before the end of office hours.
Passport and registration matters are currently being processed as a priority. If you visit the Citizens' Office in connection with registering or re-registering your place of residence or applying for an ID card or passport, you can also deal with your registration matters there. For registration matters on your own, please contact the registration office.
