You will receive your first driver's license on probation. The probationary period lasts two years. It is extended by a further two years if youhave to take part in an advanced training seminar.
For categories A, A1, A2, AM, B, BE, L and T, you will receive a permanent driving license.
Attention: Driving licenses issued after January 19, 2013are limited to 15 years. The time limit only applies to theplastic card. It must be renewed every 15 years.

Notes for your online application
The prerequisite for using the online application is residence in Stuttgart.
Currently, only applications for the initial acquisition of a driving license without previous ownership are possible.
Please enter your e-mail address voluntarily. This information is helpful in order to be able to contact you more quickly in the event of queries or missing information.
The Stuttgart driving license office must be notified of any changes to the originally submitted application at least 4 weeks before the practical test.
For changes to conditions, including the original intention to take the practical test on a manual or automatic transmission and in connection with the key number 197, and changes in connection with the driving license categories applied for, a personal interview is mandatory. This also applies if the original application was submitted online.
Fees may apply for changes.
"If the existing application is changed without notification and approval by the driving license office, this may result in a justified rejection at the practical test for which a fee will be charged."
Prerequisites
You will receive a driving license for the relevant category if you
- are resident in Germany,
- have reached the required minimum age:
- 24 years for categories A (direct access), D and DE,
- 21 years for categories C, CE, D1 or D1E and for three-wheeled motor vehicles with a power of more than 15 kW,
- 20 years for category A with a previous possession of category A2 of at least 2 years,
- 18 years for category A2 and for categories B, BE, C1 or C1E and
- 16 years for categories A1, L and T
- 15 years for category AM (until the age of 16, the driving license must be issued with the condition that it may only be used for journeys within Germany. This requirement does not apply once the license holder has reached the age of 16.
- are suitable for driving motor vehicles,
- have been trained to drive motor vehicles in accordance with the Driving Instructors Act and the legal provisions based on it,
- have demonstrated their ability to drive motor vehicles in a theoretical and practical test,
- have taken part in first aid training and
- do not hold a driving license for these categories issued in another EU/EEA country.
Procedure
You can submit the application at the earliest six months before reaching the minimum age required for the respective driving license category.
You must submit the application to the driving license office in your place of residence in writing or, if offered by the competent authority, as an online application. If you apply in writing, you can obtain the application form from the driving license office. You can also submit the written application there, including the necessary evidence and documents.

After passing the test, you will receive a card driving license ("EU driving license").

additionally for driving license categories C, CE, C1, C1E, D, DE, D1, D1E:
- Expert opinion on eyesight (not older than two years)
- Medical certificate on physical and mental fitness (not older than one year)
- for categories D, DE, D1 and D1E additionally: certificate of good conduct (opens in a new tab)
- For categories D and D1, the competent authority may require further documents, e.g. a medical/psychological certificate
All documents must be submitted to the authority in the original.

Once your application has been processed, we will instruct the Technical Inspection Body to conduct the driving test (theoretical and practical parts). You must successfully pass the theory test within twelve months of the Technical Test Center receiving your test order. Otherwise, the test order and all administrative fees paid will expire. The Stuttgart driving license office will not issue a notice of refusal subject to a fee.
The same applies if you do not pass the practical test within twelve months of successfully passing the theory test. Once the test order has expired, you must submit a new application for a driving license.
