Anyone wishing to practise medicine without being a doctor requires a license. The practice of medicine within the meaning of the Heilpraktikergesetz is any professional or commercial activity to diagnose, cure or alleviate illness, suffering or physical injury in humans, even if it is carried out in the service of others. You must submit the application informally to the Office for Public Order. Note: A decision on the application will be made by the Office for Public Order after you have passed a knowledge test at the public health department (written and oral). For information on the procedure and content of the written and oral knowledge test, please refer to the information sheet from the public health department. Information on the allocation of places can only be obtained from the Office for Public Order.
Prerequisites
- Minimum age 25 years
- Main residence in Stuttgart or suitable proof that the profession of non-medical practitioner will be practiced in Stuttgart after passing the examination signed rental contract for practice rooms, confirmation from a practice owner of acceptance of the applicant after passing the examination or similar)
- at least a secondary school diploma
- no serious criminal or moral misconduct
- health suitability
Procedure
The Office of Public Order checks the formal admission requirements. If these are met, the documents are forwarded to the public health department. The invitation to the examination is then sent from there. Additional fees are due for the examination.
Required documents
- informal written application with which you apply for admission as a non-medical practitioner,
- Declaration of any previous applications for alternative practitioners in Germany (see forms)
- Signed curriculum vitae (in tabular form)
- School leaving certificate (at least secondary school leaving certificate) as a certified copy or submission of the original to us for certification
- Copy of identity card or passport
- Simple police clearance certificate for submission to an authority, document type 0 (will be sent directly to us and must be applied for at your local citizens' office). Please state our address above and the reference number, GZ: 32-21.3/Heilpraktikererlaubnis
- Declaration as to whether criminal proceedings or a public prosecutor's investigation are pending against the applicant. (see forms)
- Health certificate
You have the option of having the health certificate issued by a general practitioner. The certificate must state that it is intended for submission to the Office for Public Order. It must state that you are mentally and physically fit to practise as a non-medical practitioner. - Declaration of practicing the profession (see forms)
- Diploma certificate; please prove to us that the subject "Clinical Psychology" was part of your diploma examination, as only in this case can a knowledge check by the public health department be waived
Please note that only originals or certified copies can be considered. If required, the AföO will also certify a copy on presentation of the original.
Please note that the certificate of good conduct and the health certificate must not be older than 3 months on the day of the application deadline.

Further information: The fee for withdrawal of the application is due as soon as processing of the application documents has begun at the Office of Public Order and the application is subsequently withdrawn. The start of processing is the receipt of the documents, whether these have been received in full or only in part is irrelevant.
Heilpraktiker - fee for an oral examination of knowledge, limited to the field of psychotherapy (32-21)
Costs: 696 euros
