Registering a motor vehicle - for the first time (new car)

You must not have any overdue fees and expenses from previous registration processes. If you are in arrears by more than 30 euros, the vehicle registration office may not register your vehicle until you have paid them. If the arrears are less than 30 euros, they can decide whether or not to register the vehicle anyway.

You must not have a vehicle tax debt of five euros or more. When calculating the amount, late fees, interest and late fees are also taken into account.

If someone is to represent you in the registration of your vehicle, you must give this person a written power of attorney. This must also contain a declaration of consent that the registration authority may inform the authorized person about overdue fees and expenses. Your representative must present the power of attorney and identify himself or herself.

• You or an authorized person present the required documents for registration at the counter of the vehicle registration office.
• A check is made to determine whether there are any fee or tax arrears.
• Electronic retrieval of insurance data through the eVB number.
• Printing of the vehicle documents (registration certificate part I and II).
• Payment at the automatic pay station.
• License plates can be embossed at a plate manufacturer of your choice (located around the registration office building).
• The license plates are stamped at the vehicle registration office.

• Identity card or passport
• In the case of private individuals, the vehicle registration office of the main place of residence is responsible (please note that registration is not possible without prior registration at the citizens' office).
• eVB number of the insurer.
• SEPA mandate for the collection of vehicle tax by direct debit
• Registration certificate part II (vehicle registration document) or proof of national type approval by means of a data confirmation from the manufacturer.
• If you have a financed / leased vehicle, the financing or leasing bank must send us the registration certificate part II by post. Registration can only take place once this has been sent to us. Please note that you must provide us with the number of your registration certificate part II.
• The vehicle must be presented to the registration authority to determine the vehicle identification number before a registration certificate part II is issued if the manufacturer has not issued a registration certificate II. Alternatively, proof from a testing organization that the vehicle identification number has been determined is sufficient.
• EC Certificate of Conformity (CoC document)
• Authorized persons require a power of attorney for the registration and the SEPA mandate for the collection of vehicle tax, their own ID and the ID of the person granting the power of attorney (a copy is sufficient).

In the case of legal entities or self-employed traders, additionally:

• Business registration or extract from the commercial register if based in Stuttgart (a copy is sufficient )
• Business registration and extract from the commercial register if the head office is located outside Stuttgart (a copy is sufficient )
• For freelancers: e.g. letterhead or business card
• Authorized persons require a power of attorney for the registration and the SEPA mandate to collect the vehicle tax, their own ID and the ID of the person granting the power of attorney. In the case of companies, attention must be paid to the representation regulations.

The following documents are required when registering a light motorcycle:

• operating license
• Identity card or passport (please note that registration is not possible without prior registration of residence at the citizens' office)
• eVB number of the insurer
• Authorized persons require a power of attorney for registration, their own ID and the ID of the person granting the power of attorney (a copy is sufficient).

Note: You can obtain the insurance confirmation for the motor vehicle liability insurance from the insurance company of your choice. You can usually request this by telephone.
