Setting up gaming devices with the possibility of winning commercially - applying for a permit

• Personal reliability of the applicant
• Approval of the devices by the Physikalisch-Technische Bundesanstalt
  This approval must be renewed every two years.
• Certificate from a chamber of industry and commerce to prove that you have the necessary knowledge of player and youth protection to exercise this trade. In Baden-Württemberg, you can obtain this certificate and information from the IHK Reutlingen.
• Submission of a social concept from a publicly recognized institution in which you explain the measures you take to prevent the socially harmful effects of gambling.

• Copy of identity card or comparable identification document
• for proof of the legal form of the company:
  • If your company is based in Germany, you will need
    • for registered companies: an  excerpt from the commercial register (opens in a new tab) and, if applicable, a copy of the articles of association (e.g. for a civil law partnership (GbR)).
  • If your company is based abroad, you will need documents from this country that prove the legal form.
• for proof of personal reliability:
  • If you have your place of residence in Germany, you will generally need
    •  Certificate of good conduct (opens in a new tab)
    •  Extract from the central trade register (opens in a new tab)
  • If you are resident abroad, you will need documents from your home country to prove that you are personally reliable enough to perform the desired service.
• Proof of suitability for the installation site, if applicable
• Proof of training from the IHK
• Social concept

When checking your personal reliability, the licensing authority may, in individual cases, request further documents in addition to the documents listed, which are suitable for making a statement about your personal reliability as an applicant.

In the case of legal entities (limited liability companies, business companies, public limited companies, registered cooperatives), the application form only needs to be completed for the legal entity itself. All personal documents must be submitted for all natural persons authorized to manage the company, e.g. certificate of good conduct, identity papers. An extract from the central trade register must also be requested for the legal entity.

In the case of partnerships that are not themselves eligible for a license (GbR, KG, OHG, PartG, GmbH & Co. KG), each managing partner requires a license, meaning that an application form and all personal documents are required for each partner.
