Display blasting with explosive substances

You must meet the following requirements in order to report blasting:

• You must either be the holder of an explosives permit in accordance with Section 7 or Section 27 of the Explosives Act or
• As the holder of a certificate of competence in accordance with Section 20 of the Explosives Act, you are acting at least on behalf of the holder of an explosives permit in accordance with Section 7 of the Explosives Act (so-called person responsible for the blasting).

Note: The permit or certificate of competence must cover the corresponding handling: for example, blasting of buildings or parts of buildings, general blasting work for blasting during road construction measures.

You must submit the notification in writing or electronically to the local competent authority. After selecting the location where the blasting is to be carried out, an electronic notification form may also be available.

The notification must contain the following information:

• Place, date and time of the blasting; in the case of several blasts: the period during which they are planned
• Name and address of the persons responsible for the blasting
• Number and date of the permit in accordance with § 7 or § 27 of the Explosives Act or the certificate of competence in accordance with § 20 of the Explosives Act
• Name of the authorities that issued the permit or certificate of competence in accordance with the Explosives Act

Note: If there are changes to the content of the notification after it has been submitted, you must submit a change notification.

• valid permit in accordance with § 7 or § 27 of the Explosives Act or
• valid certificate of competence according to § 20 of the Explosives Act
• Description showing the following:
  - Type, method and scope of blasting
  - the type and maximum quantity of explosives and detonating agents used per blasting operation, and, if timed detonators are used: the maximum quantity of explosives per detonation stage
  - the distance of the blasting sites from buildings and facilities requiring special protection, in particular hospitals, schools, old people's and children's homes, sports facilities and playgrounds within a radius of at least 1,000 meters
  - the safety measures, in particular the cover areas for employees, barriers along traffic routes and precautions to protect neighboring residential and workplaces against flying stones, vibrations, blast clouds and noise.
  
• A site plan to scale showing
  - the blasting sites including their foreseeable changes in position
  - the distance of the blasting sites from traffic routes, residential and work premises and public supply facilities such as gas and water pipes within a radius of at least 300 meters
  - any existing permits from the authorities involved

Note: You do not need to submit a site plan if you have indicated the distance of the blasting site from the following facilities in the notification:

• Traffic routes,
• residential and workplaces and
• public supply facilities

• several similar blasting operations: at least four weeks before the start of blasting
• any other blasting: at least one week before the start of blasting
• any change to an already notified blasting: immediately
