The "Planning and Project Management" department is divided into three specialist areas:

Project management" department
The department's specialist areas deal with new construction planning and renovation planning for tunnels (light rail/individual transportation), bridges and special structures. The employees advise the other departments of the Civil Engineering Department and the Urban Drainage Department on major construction projects.
Maintenance planning department
Maintenance comprises the process of planning and coordinating measures to restore or improve the condition of a damaged or worn structure. This includes determining the necessary repair or renovation work, selecting suitable materials and methods and monitoring the execution of the work. Repair planning requires a detailed understanding of the structure and its materials as well as knowledge of building regulations. It is crucial to ensure the longevity, safety and function of a structure.
New construction planning
The department oversees construction projects such as bridges and special structures from preparation through to planning and completion.
Special structures include underground parking garages, multi-storey parking lots, retaining walls, stairways, pedestrian underpasses, elevators and baby carriage ramps.
This department also provides structural and geotechnical advice on the planning of structures from other departments of the Civil Engineering Department (e.g. noise barriers and gantries from Department 66-3) as well as the Stuttgart Municipal Drainage Department (e.g. stormwater tanks and special shafts).
Project management department
This department is responsible for the overall project management of major projects, e.g. the replacement of large bridges. Depending on the work phases, it involves the specialist areas of "Planning Maintenance", "Planning New Construction", "Construction Execution" as well as other specialist departments of the Civil Engineering Office or specialist offices of the City of Stuttgart. The overall project management accompanies the project from project development to feasibility studies, the awarding of planning and construction services through to completion.
