KUBI-S: For cultural participation in Stuttgart

In cooperation with the Jukus Jugendkunstschule & Kreativwerkstatt, KUBI-S enables Stuttgart schools, daycare centers and groups from Stuttgart to become artistically active under the guidance of artists and art educators in the “Unterm Turm” art workshop.

Daycare centers, elementary school and secondary schools can find out about the current workshop portfolio with suggested topics and project offers at  www.jukus.de (opens in a new tab).

During the vacations, the KUBI-S workshop regularly hosts a program for children in cooperation with Jukus, the  Youth Art School & Creative Workshop (opens in a new tab). School children between the ages of 6 and 13 can participate. Under artistic and pedagogical guidance, they have the opportunity to experiment and create to their heart’s content. During this time, the workshop becomes even more than usual a “space of possibilities” for creative projects.

KUBI-S supports formats for participation and culture in all-day elementary school. The aim is for children to get to know forms of art and culture and have a say in decision-making. KUBI-S works with a broad understanding of culture in which the participating children contribute their ideas.

In cooperation with the Stuttgart School Administration Office and the Stuttgart Education Partnership Department, KUBI-S has been offering an advanced training module on participation and culture since the 2023/24 school year. This is carried out as part of the “Joint training program for teachers and educational specialists at Stuttgart all-day elementary school”. It includes the opportunity to explore the connection between art, culture, cultural participation and involvement. Ideas for the school context are developed together. Primary school children should discover and try out art and culture and experience moments of participation. At the end of each school year, the participating children should be able to choose a cultural project.

Schools that want to implement a participation format on the topic of culture can then apply for funding from the Quality Development Fund at the Stuttgart Education Partnership Department. This can be used to finance measures such as process support, the involvement of artists, further training or similar. They support the tandem in launching and anchoring the format at the school.

Learn exciting stories, browse through old documents in the city archives, go on a discovery tour in the Natural History Museum, experience dance backstage, listen to the sounds of the Philharmonic Orchestra or try out making music yourself: There are many offers for children in Stuttgart that make them curious about art and culture. We want as many children as possible to get to know them and take part.

That’s why we at KUBI-S publish the KUBI-card once a year. It shows various offers from Stuttgart’s cultural institutions for primary school children.

All offers are free of charge for children. They are marked in the brochure with information on accessibility. The KUBI-card will also be published again in easy-to-understand language for the 2024/25 school year. The brochure also contains another interactive comic. All children are invited to draw and photograph their ideas and send them in to KUBI-S by March 30, 2025. You can win great gifts.

How the KUBI-card works:

• The KUBI-card 2024/25 is available on the one hand as a printed brochure with an integrated city map. It can also be downloaded as an accessible PDF file from the KUBI-S website or printed out yourself.
• The city map lists all the facilities that are participating with an offer.
• All offers are aimed at primary school children. Some are only intended for certain age groups.
• Most of the free offers are aimed at whole school classes. Some can also be used by accompanied children. Information on this can be found in the program descriptions.
• The dates are arranged directly with the relevant institution. Some offers can only be booked for a limited time.

Cultural offerings as part of the all-day program

Cultural education makes an important contribution to the organization of all-day schooling in Stuttgart. Cultural education projects in all-day elementary school have been supported by various programs since the introduction of all-day elementary school in Stuttgart. Culture is an integral part and an enrichment for the children in all-day elementary school.

From the 2024/25 school year, partners from the fields of culture, sport and nature will cooperate directly with the all-day elementary school and youth welfare organizations.

Interested cultural actors, cultural associations and institutions can find their contacts at the respective schools and youth welfare organizations for the implementation of themed offers as part of the all-day program. KUBI-S provides advice on this. Please contact us if you have any questions.

First-graders in all-day elementary school continue to receive funding for cultural education projects via the Startergutschein Kultur.

Culture starter voucher

A voucher worth EUR 300 is awarded to a group of children in the first year of all-day schooling for a cultural education program. The starter voucher can be used, for example, for a visit to a cultural institution in Stuttgart or a project with cultural actors.

Children in the first grade can take advantage of cultural education opportunities free of charge and experience exciting cultural venues together.

The state capital sponsors guided tours for Stuttgart schoolchildren and daycare groups in selected museums. School classes and groups from Stuttgart register directly with the museums. The fee for museum tours is 1.50 euros per participant.

Making culture more accessible for young people - that is the central aim of the “Kulturpass Stuttgart”, which was conceived by KUBI-S together with and for young people in Stuttgart.

Since April 1, 2023, all Stuttgart residents who celebrate their 16th birthday will receive a credit of €100 with the Kulturpass. They can redeem this credit independently for cultural offers or cultural tickets. This allows them to experience cultural events or become active and creative themselves. Whether it’s a visit to a concert or museum, books, a drawing pad or participation in a workshop - holders of the culture pass decide for themselves what they want to use their credit for.

The “Kulturpass Stuttgart” was developed with the direct support of young people. The concept and introduction were closely interlinked with a participation process in order to take into account the views, ideas and wishes of young people. The so-called Kulturpass team continues to meet regularly after the introduction of the pass to exchange ideas and develop formats for young people.

In order to get younger people in particular interested in art and culture, the Cultural Education Network uses the online channel Instagram. KUBI-S uses social media to target young people and young adults with the aim of raising awareness and curiosity about cultural events and cultural institutions in the city.

In addition, as part of #kulturpacktdich, tickets are raffled off at irregular intervals for participation in a wide range of cultural events in the city, which the winners then attend together. The events range from ballet matinees to DJ sessions, concerts, theater performances and readings.

The additional funding for the barrier-free design of the offers in the KUBI-card 2024-2026: Additional funding is now available for the KUBI-card as part of the action plan  for child and youth-friendly communities (opens in a new tab). KUBI-S is thus promoting inclusive and barrier-free offers in the KUBI-card for primary school children.

The cultural institutions participating in the KUBI-card can apply to KUBI-S for funding for the use of sign language interpreters or the development of further inclusive and accessible cultural offers.

KUBI-S supports the overall goals of the action plan for child and youth-friendly communities and uses the KUBI-card as a concrete measure. At the same time, KUBI-S would like to include more barrier-free and inclusive cultural offers in the KUBI-card.

Workshop “Lowering barriers in art and culture - planned and resource-oriented”

Workshop to prepare an application for the Inclusive Cultural Projects Fund (FINK) on Wednesday, May 7, 2025 from 10:00 a.m. - 4:00 p.m.

People with disabilities are particularly affected by a lack of accessibility and are therefore potentially restricted in their participation in culture. The free workshop is based on the accessibility process model developed by kubia. It shows how cultural organizations can remove barriers in a structured and resource-saving way and enable more and more people to participate in culture step by step.

The workshop prepares cultural organizations wishing to apply for funding from the Inclusive Cultural Projects Fund by explaining key terms and the funding concept itself, providing exercises for working with the process model and tips for implementation. Up to 20,000 euros can be applied for from the Inclusive Cultural Projects Fund for the removal of barriers. The workshop is being held in cooperation with the Kulturförderung.

The workshop speaker, Annette Ziegert M.A., is a consultant, trainer and moderator for cultural participation in diversity. She advises cultural organizations, municipal and state cultural administrations and representatives of cultural policy on the implementation of the criterion of diversity in their organizational structures. As part of the transnational EU project Culture without Barriers, she was responsible for developing the kubia accessibility process model.

Since 2020, the participation of people with disabilities in Stuttgart’s cultural life has been a particular focus of KUBI-S’s program and network work. What are the strengths of Stuttgart’s cultural landscape in terms of inclusive cultural education? What challenges does it face? KUBI-S carried out a city-wide status quo analysis on these questions. The results are intended to provide impetus and ideas for practical work.

Project funding in the field of cultural education is managed jointly with the Cultural Promotion Department. Applications can be submitted by cultural practitioners or groups, associations or cultural institutions of all disciplines for projects and concepts relating to cultural education.
