Procedure

A citizens’ assembly goes through several phases. The citizens are supported by various groups. Here you can find out how the Climate Citizens’ Assembly in Stuttgart worked.

The aim of the Citizens’ Council was to draw up recommendations. Ideas were developed and processed in various phases. (symbolic image)

The Climate Citizens’ Assembly went through these three phases:

  • Learning phase: At the beginning of a citizens’ assembly, people learn all the important things about a topic. Experts come and explain what they know in simple language. Stakeholders such as companies or environmental associations are also allowed to give short presentations. All presentations from the learning phase were recorded on video and published with the meeting documents under  “Dates”.
  • Discussion phase: Once the members of the Citizens’ Assembly have learned what is important, they are asked to discuss and reflect: What can we do to solve the problem? In this way, they develop their recommendations for politicians with the knowledge of experts and stakeholders. They are supported by a fact check and a moderator who helps them to structure their discussion and hear all voices.
  • Voting phase: At the end, all ideas and arguments are collected and reviewed. The Citizens’ Assembly then votes: Which recommendations do the members think are good? And which recommendations do they think are bad?
