Action plan for child and youth-friendly communities

Realizing children's rights at municipal level - that is the goal of the action plan for child and youth-friendly municipalities. The state capital is thus committed to strengthening children's and young people's rights and points the way to more child-friendliness in Stuttgart.

The Temporary Play Street is a place for imagination, creativity and the joy of playing, which is being created for Stuttgart's children as part of the "Child-Friendly Community Action Plan".

The "Child and Youth-Friendly Municipality 2024 to 2026" action plan is the second action plan that the state capital of Stuttgart has presented as part of the  Child-Friendly Municipalities program. It was adopted by the municipal council on March 21, 2024. The action plan serves to implement the UN Convention on the Rights of the Child in the municipality and is dedicated to children and young people aged 0 to 18.

Measures for the welfare of children

The second action plan focuses on the topics of education, safety, play and recreational areas as well as the target group of young people, which were not a major focus of the first action plan.

The action plan comprises 33 measures in six subject areas:

  • Safety, cleanliness and health
  • urban space, play and exercise areas, nature and the environment, transport and mobility
  • Participation and equal opportunities
  • Participation and information
  • Offers and facilities in the areas of education, leisure and culture
  • Structural framework conditions

The measures are based on Article 3.1 of the  UN Convention on the Rights of the Child (opens in a new tab): "In all actions concerning children, whether undertaken by public or private social welfare institutions, courts of law, administrative authorities or legislative bodies, the best interests of the child shall be a primary consideration."

Interim report on the implementation of the measures

In July 2025, Children's Commissioner Maria Haller-Kindler presented the interim report on the implementation of the measures to the municipal council and the Child-Friendly Communities Association.

The first Child-Friendly Community Action Plan 2020 - 2022 is also available as a reading, coloring and craft booklet for children between the ages of 6 and 13. The interactive booklet offers children the opportunity to find out about their rights and their implementation in Stuttgart and can be used in lessons or in child and youth work.

A final report on the implementation of the "Child-friendly municipality 2020 to 2022" action plan was compiled in April 2023. The report met with a very positive response to the measures implemented for more child-friendliness in the state capital Stuttgart.
