Citizens are also called upon to take responsibility when there are signs of physical, mental and sexual violence against children and young people. For example, people in the vicinity of children and young people, such as family members, educators or neighbors, can actively help and report suspected cases to the Youth Welfare Office's counseling centers .

The municipal youth and family counseling centers of the Youth Welfare Office are located in all eleven districts of Stuttgart. The specialized employees provide support in the event of conflicts and emergencies and offer free counseling and help for affected children, adolescents and families. A counseling session is subject to social secrecy and is treated confidentially in terms of data protection. Anonymous counseling is also possible.

Contact point for people who are in professional contact with children or young people
Persons who are professionally in contact with children or adolescents are entitled to advice from an experienced professional (Sections 8a (4) and 8b (1) SGB VIII and Section 4 (2) KKG) from the local youth welfare organization when assessing a risk to child welfare in individual cases.

Child protection and children's rights
Protecting children also includes safeguarding their rights, which was adopted in the UN Convention on the Rights of the Child in (opens in a new tab) 1989 and recognized by government representatives from around the world. The Convention is one of the United Nations' international human rights treaties. The motto "Children's rights are human rights" is literally the program here.

The provisions of the UN Convention on the Rights of the Child include the right to education and schooling, health care, and protection from physical and mental violence and maltreatment and sexual abuse. Article 3(1) explicitly calls for consideration of the best interests of the child. This is a requirement that is also formulated in the Social Code of the Federal Republic of Germany as a protection mandate for the youth welfare office (§ 8a SGB VIII (opens in a new tab)).

Protection of Minors and the Protection of Minors Act
The statutory protection of minors is an area of responsibility of the youth welfare office that ensures the protection of children and young people from harmful influences in the media, the public sphere and leisure activities. It comprises three interrelated areas: educational youth protection(prevention and education), structural youth protection (framework conditions, standards and participation) and intervening/sanctioning youth protection (examination, control, legal measures). Their definition, legal anchoring and differentiation from each other is described in more detail below.
