Charging stations for electric cars on public roads

On June 5, 2024, the Stuttgart City Council decided that the second expansion phase of AC standard charging points with a further 500 new charging points (1,000 charging points) can begin immediately. As before, these will be installed on public roads.

The second expansion stage builds on the experience gained and should be faster and more efficient: The administration will search for locations using data. Numerous aspects are taken into account. For example, attractiveness, existing power and other lines, potential user groups and planned redesigns. Once a suitable location has been found, it is agreed with the district councils and then put out to tender to operators.

In this expansion stage, the focus is particularly on closing gaps in the public charging infrastructure or increasing its density . This is intended to cover areas that have not yet been developed.
The implementation of the decision for the second expansion stage is estimated to take two and a half to four years. Further charging points are expected to be installed from 2026.

After the allocation of the contingent to the city districts, lots will be formed for which charging infrastructure operators can apply. The procedure represents a further development based on the previous allocation rounds.

Of the 346 locations originally eligible for approval, the following were attributable to

• Stadtwerke Stuttgart GmbH: 116 locations
• eze.network GmbH: 105 locations
• EnBW Energie Baden-Württemberg AG: 32 locations
• Allego GmbH: 32 locations
• Comfortcharge GmbH: 5 locations

No requests were received for a total of 56 locations eligible for approval by October 31, 2019. These were offered again from November 1 to 29, 2019.

The requests received were evaluated in accordance with the provisions of the guidelines. The individual locations were allocated to the individual inquirers in a selection and lottery procedure defined there.

Of the remaining 56 locations eligible for approval, the following were allocated to

• Stadtwerke Stuttgart GmbH: 33 locations
• eze.network GmbH: 23 locations

This means that there are currently (January 2020) no further locations remaining. On the basis of the allocated site proposals, detailed localization is now being carried out in consultation with various municipal offices and the network operator. Approvable sites will be presented for consultation at a public meeting of the respective district councils once this planning phase has been completed.

In general and with regard to definitions of terms, reference is made to the Charging Point Ordinance ("Ordinance on Minimum Technical Requirements for the Safe and Interoperable Installation and Operation of Publicly Accessible Charging Points for Electric Vehicles", LSV for short) as amended. A new guideline is being developed for the second expansion stage.
