Diesel traffic bans: Apply for exemptions

The Clean Air Plan provides for justified exceptions to the diesel traffic ban. Some of the exemptions are general, in which case road users do not need an additional exemption. In other cases, a special exemption permit must be applied for.

General requirements for granting an exemption:

• The vehicle is classified in pollutant class 4 (green sticker).
• The vehicle owner does not have an alternative vehicle registered in his name for the purpose of the journey.
• The vehicle was first registered to the owner before January 1, 2019 (Euro 4/IV) or July 1, 2020 (Euro 5/V).

Applicants will only receive exemptions in justified cases. The mere fact of working in Stuttgart is not sufficient for an exemption.

If it is necessary in the public interest or for the perception of overriding and unpushable individual interests, the following exemptions can be granted, for example:

Trips to supply the population with vital services, in particular trips:

• for the maintenance and repair of technical equipment necessary for operation
• to repair damage to buildings, including the repair of water, gas and electrical damage
• for social and nursing support services
• emergency, auxiliary and supply vehicles of the local public transport system

Trips by the following vehicles or trips for the following purposes:

• Special vehicles with high acquisition costs and low mileage, such as cranes and similar vehicles (unless licensed as work machines), heavy-duty transporters, tractors used by showmen, and motor vehicles with fixed superstructures/installations used as a place of work (motor vehicles that have special technical features due to their special purpose, such as measurement vehicles, special media vehicles)
• motor homes used for vacation purposes
• Necessary regular visits to the doctor, e.g. for patients who cannot use public transport
• of shift workers who cannot switch to public transport
• Business and private hardship cases that can prove that the replacement of a suitable vehicle would lead to a threat to existence or that the replacement is above the economic reasonableness limit
• Private hardship cases, which can prove personal and postponable reasons in a suitable way, if
  a) the journeys take place only in a short period or only in rare special cases like e.g. removal or new car purchase preparation with trade-in (temporary journey purpose),
  b) the few monthly special journeys serve for the family care of children under 8 years, whereby regular journeys to the school, crèche, day nursery, kindergarten or for leisure activities are excluded (so-called. "parent cabs") (driving purpose care of small children) or
  c) the driving purpose is similar to existing general exemptions, e.g. corresponding exemptions are to be made possible for private trips for the care of family members, which also apply to professional care services.

• Income tax assessment (e.g. for hardship cases)

• Market pass
• Photo of the vehicle incl. interior (e.g. tradesmen)
