You need a permit to transport passengers for driving
- cabs
- Rental cars
- Passenger cars in bundled on-demand transport
- Passenger cars in regular service
- Passenger cars for commercial excursions and vacation destinations
- ambulance, if you transport the persons for payment or on a business basis.
Note: The permit is valid for a maximum of five years. You can have it extended for five years at a time.
Note: The permit is issued upon application. You submit the application to the driver's license office of the city of Stuttgart, provided that you have your main residence in Stuttgart.

Information on online application
You enter your data on the platform of the service portal of the state of Baden-Württemberg www.service-bw.de (opens in a new tab).
As a rule, you must set up a personal service account on the service portal to submit your application. This allows you to start, edit, temporarily save, and also submit your application. The Ministry of the Interior of Baden-Württemberg is responsible for processing your data in the service account.
Prerequisites
- Possession of the card driving license
- Previous possession of an EU or EEA class B driving license or an equivalent license from a state listed in Annex 11 for at least two years; for ambulances: one year
- Minimum age: 21 years; for ambulances: 19 years
- Proof of physical and mental fitness
- personal reliability: there must be no serious criminal record or traffic violations
- Proof of expertise for cabs, rental cars and bundled on-demand transport (due to a lack of legal regulations, proof is not currently required)
- Proof of participation in a training course in first aid for ambulances
Procedure
You can hand in the application in person at the driver's license office or send it with all the required documents by mail to the driver's license office. The driver's license office will obtain a certificate of good conduct and information from the driver suitability register.
Required documents
- Completed application form
- identity card or passport
- Card driver's license issued in Germany (if you still have an old driver's license, you must first exchange it)
- only for ambulances: proof of participation in a first aid training course
- only for cabs, rental cars and passenger cars in bundled on-demand transport: proof of specialist knowledge (due to a lack of legal regulations, proof is not currently required)
- medical certificate about the examination of the eyesight or certificate of an ophthalmologist (validity: two years)
You can have this examination performed by, for example- an ophthalmologist
- an occupational physician or occupational health physician
- a doctor at an assessment center for driving aptitude
- medical certificate of fitness
Doctors usually have the form for this certificate. You may see a doctor of your choice. When you apply, the certificate must not be older than one year.

- Reactivity
- Orientation ability
- Ability to concentrate
You can provide proof by
- a company or occupational medical report or
- an expert opinion from an officially recognized assessment center for driving aptitude.
If required by the driver's license office, you must provide a medical-psychological report from an officially recognized assessment center for driving aptitude to prove that you can meet the special responsibilities involved in transporting passengers.

Special regulation:
- If your previous driving license still needs to be exchanged for the EU card driving license, additional exchange fees will apply
- The fees already include the costs incurred for obtaining the certificate of good conduct and the extract from the central traffic register.
