The following applies in the Stuttgart-City charging zone: All parking spaces are subject to a charge from 8 a.m. to 10 p.m.. The parking duration remains limited to one hour. For residents, there are fee-based exemptions for unlimited parking in their part of the City. However, this only applies if you do not have your own or a rented garage or parking space and are registered in the City as a primary resident.
With an exemption permit, which is subject to a charge, you can park in all parking spaces in your sub-area without time restrictions and without a parking ticket.
The Stuttgart-City fee zone is divided into the subareas Ci1, Ci2 and Ci3:

Each person receives only one exemption. If you own several vehicles, they will be registered together on one exemption permit (maximum three vehicles).
Users of car sharing companies can receive an exemption permit. Since 01.01.2023, carsharing vehicles as defined by the Carsharing Act can park free of charge at parking ticket machines in Stuttgart. This regulation is valid for the time being until 31.12.2024. The regulations on stopping and parking bans remain unaffected. Likewise, the instructions on parking ticket machines, such as a maximum parking time, must continue to be observed; therefore, the special permit for residents of the City parking fee zone is still required, but is issued free of charge. There are two different exemptions that can be issued for 3, 6 or 12 months respectively:
Small exemption (evening tariff).
From Monday to Saturday from 6 p.m. until the following day at 8 a.m.: free parking without a parking ticket for 150 euros per year (Sundays and public holidays are free of charge for all users).
Large special permit (around the clock)
Free parking without time limit for 400 Euro per year.
Note: Please note that the exemption permit cannot be applied for at the citizens' offices, but only at the Office of Public Order,Traffic Regulation and Management.
