Posting on streets - apply for permission

Posters can be used to draw people's attention to events, elections or campaigns. However, roads are generally dedicated to the public, the so-called common use.

This means that if you want to put up posters on roads, you are using the road beyond public use - this is a special use.

Note: Posters on and on public roads and in public areas in Stuttgart are generally prohibited in accordance with a corresponding police ordinance.

Exceptions only exist for

  • political parties before elections (election posters)
  • supra-regional events of the parties
  • large circuses local associations

For event and business advertising, it is possible to rent space from commercial advertising providers:  Tension band advertising on municipal bridges and in Königstraße.

Unauthorized billposting
Unauthorized billposting, so-called "wild billposting", is prosecuted vigorously, especially with regard to a clean cityscape. The standard fine for administrative offenses under the police regulations is 600 euros. Fines of up to 5,000 euros are possible if the billposting is extensive or repeated.

In addition, the bill-poster will receive a removal order for which a fee will be charged. If they do not remove the posters themselves within three days, this will be done at their own expense by the Public Works Department or a contracted company. Painting, writing or spraying on roads and facilities on or near these (e.g. bus shelters, switch cabinets, retaining walls) is equivalent to putting up posters. This means that fines and removal orders can also be imposed on those responsible for smearing paint and graffiti.

The person responsible is the person who places the posters themselves or who arranges or tolerates this as the organizer, client or other person named as responsible on the posters. It is equivalent to toleration if the billposting is not prevented by reasonable precautions.
