If you need a passport immediately and the completion of a passport application - express (processing time maximum five working days) is not expected to be possible by the time of travel, a temporary passport can be issued in particularly urgent cases.
A temporary passport is issued immediately by the competent passport authority. It is valid for a maximum of one year and must be returned and validated when the regular passport is issued.
Note: Before traveling abroad, please find out whether it is possible to enter the country with a temporary passport. Entry to the USA, for example, is not possible with a temporary passport.
Prerequisites
- German within the meaning of Art. 116 (1) of the Basic Law (GG)
- registered with main residence in Stuttgart
For persons who only have a secondary residence or are not registered in Stuttgart, the Citizen office Mitte will decide, after consultation, whether you can apply for a passport here. - The completion of a passport application - express is not possible until the time of travel or
- if the delivery of the requested regular passport is delayed
- and the destination and, if applicable, the transit country allows a temporary passport as a travel document.
Procedure
You must apply for the temporary passport in person at a citizens' bureau.

- Previous identity card, passport or children's passport
- Birth certificate if you do not have a passport or other identification documents
- Digital photo for identity cards and passports
Additional documents for applications from minors:
- informal declaration of consent and
- identity card or passport of the legal guardian(s)
Note: The personal appearance of a legal guardian as well as the personal appearance of the child is required.
- if a legal guardian is deceased (if not yet recorded in the register of residents) a death certificate
- in the case of only one custodial parent, also proof of custody
- in the case of guardianship or guardianships that include the right to determine residence with reservation of consent, the appointment of a guardian or the court order. The guardian should also be present.
