The Central Tasks department initially deals with general, cross-divisional fundamental issues relating to  real estate transactions. In this context, general legal issues relating to real estate transactions are also dealt with for internal use.

This department is also the point of contact for

• the four areas with small housing estates under heritable building rights Hoffeld, Neuwirtshaus, Steinhaldenfeld and Wolfbusch, including the so-called "ECA estate" in Feuerbach and the residential heritable building rights in Rohr,
• the general sale of land in external districts that are not directly adjacent to the municipal area,
• the exercise of statutory pre-emptive rights,
• Preparation and conclusion of contracts for municipal housing subsidies in the "Affordable home ownership" and "Rental housing for middle-income earners" programs,
• property transactions in connection with the Neckarpark development in Stuttgart-Bad Cannstatt.
