The tasks of the expert committee include the preparation of expert opinions on the market value of developed and undeveloped properties and rights to properties. The committee is also responsible for determining standard land values (opens in a new tab) and maintaining the collection of purchase prices in accordance with Section 193 BauGB. This forms the basis for market value appraisals (opens in a new tab), the property market report (opens in a new tab) and for providing information to experts (opens in a new tab) and authorities. The office of the Expert Committee is located at the City Surveyor's Office in the Real Estate Market Analysis and Valuation Department.
The expert committee is a body under special statutory provisions. The legal basis for the activities of the expert committee is §§ 192 ff. of the Building Code. The experts are appointed every four years by the municipal council and are listed in the property market report.
