The "Promotion of Civic Engagement" department is the coordination office and central point of contact for questions relating to civic engagement in Stuttgart. The department includes both the frEE Academy and the Stuttgart Volunteer Agency. Its tasks include supporting existing organizations and developing new forms of civic engagement. The department plans and organizes events for civically engaged people in Stuttgart and coordinates the awarding of the city's medal of honour. As a hub in the city's network for voluntary commitment, volunteering and self-help, frEE Stuttgart for short, the department networks the various players (associations, initiatives, churches, independent organizations, business, administration and politics) and anchors the idea of an active civil society in the administration.

The "Promotion of Civic Engagement" department is assigned to Department 10-2,  Municipal Council and City Districts.
