The department deals with all issues relating to municipal constitutional law throughout the city. It draws up, reviews and updates statutes (e.g. main statutes, compensation statutes, parliamentary group financing statutes) and internal regulations (rules of procedure, rules of competence) on the basis of which the municipal council and district councils perform their duties. In addition, the department advises the AKR department and the management of the Main and Personnel Office on legal issues of all kinds and decides on the use of the city coat of arms.

The "Policy and Legal Affairs" department is assigned to Department 10-2,  Municipal Council and Municipal Districts.
