The Housing Department of the Office for Urban Planning and Housing is divided into the areas of housing subsidies and housing supply.

The  housing subsidy (opens in a new tab) department informs citizens about financial assistance from the state and the city for the purchase of owner-occupied housing. The employees also provide advice on funding opportunities for energy-saving measures in existing buildings. They are also the point of contact for developers wishing to build new subsidized rental apartments.

As a result of the basic resolution passed by Stuttgart City Council in its meeting on March 24, 2011 for socially balanced and urban development-qualified land use in Stuttgart, the focus is increasingly shifting to housing subsidies for inner city development (Stuttgart Inner City Development Model, SIM for short). The funding program for the creation of living space for rent supports owners who convert rooms that were previously unsuitable for living into apartments and rent them out to middle-income earners.

Landlords of apartments are not allowed to agree or increase the rent at will, as this could constitute a rent overcharge or even usury. The rent control staff advise and decide on the maximum permissible rent, which is based on the Stuttgart rent index. They also inform owners and tenants about permissible modernization measures in areas with social conservation statutes (so-called milieu protection statutes).

 Wohnraumversorgung (opens in a new tab) arranges social rental apartments for eligible persons with a certificate of eligibility for housing. In addition, certificates for the purchase of rental apartments are issued for people on average incomes. After checking their income situation, people looking for housing can apply for a rental apartment from the available housing associations and building cooperatives.
