Municipal Council

According to the municipal code of Baden-Württemberg (GemO), the municipal council is the political representation of the citizens. It is the main body of the municipality and has a wide range of tasks.

Stuttgart City Hall is the political center of the state capital and the seat of the administration.

Stuttgart’s municipal council lays down the principles for the administration and decides on all matters relating to the municipality, unless the Lord Mayor is responsible by law or the municipal council delegates certain tasks to him.

Among other things, the municipal council issues bylaws, adopts the budget and decides on the design of the municipal area, such as investments in public projects, the adoption of development plans or the funding of facilities. The municipal council is also responsible for monitoring the municipal administration. In order to weigh up decisions professionally and discuss them properly, the municipal council can form decision-making or advisory committees.

The work of the city councillors

The municipal council is elected every five years at the local elections. The number of members depends on the population of the municipality. In Stuttgart, 60 councillors work on a voluntary basis.

In a large city like Stuttgart, local councillors spend a lot of time each week on their voluntary work. In return, they receive an expense allowance. In addition to the municipal council meetings, there are numerous other activities, such as working in the committees, preparing for their own meetings, parliamentary group work, contacts with associations, administration and citizens.
