The state capital of Stuttgart has extremely lucrative subsidy programs to offer in the energy sector. Find out here how you can receive financial support.
Energy refurbishment of residential buildings: Energy Saving Program (ESP)
As a property owner, you can benefit from an extended funding program for energy-efficient building refurbishment. The scope of the energy saving program ranges from individual measures and a combination of measures to the complete renovation of your four walls.
What is subsidized?
- Thermal insulation of windows, facades and roofs
- Technical building equipment: heating, solar thermal system, combined heat and power system
- Complete refurbishment and individual measures
How much is the subsidy?
- For complete refurbishments: 15 - 25 % of the costs
- For individual measures: Fixed amounts per measure or m² component area

Replacement of old heating oil boilers: Heating exchange program (ÖAP)
Compared to other energy sources, coal stoves and oil heating systems generally consume more energy and cause significantly higher emissions. The city is therefore promoting the replacement of these heating systems with lower-emission systems.
What is subsidized?
- Funding is available for the replacement of coal-fired stoves or oil-fired boiler systems in entire buildings
- These can be replaced by: Local/district heating, environmental heat or wood pellets with dust filters
- Wood pellets are not eligible for funding in inner city districts and Bad Canstatt
How much is the subsidy?
- Basic subsidy:
Systems up to 50 kW: 5,000 - 10,000 euros
Systems > 50 kW: 25 % of the gross investment costs - Further subsidies for
Disposal of tank system: 500 euros
Construction of pellet store: 2,000 euros
Local/district heating connection: 5,000 euros
For geothermal heat per probe / ice storage / ground collector: 5,000 euros

Construction of photovoltaic systems, electricity storage and e-charging points: Solar offensive
There is a lot of energy in the sun. Together we want to exploit this potential. As a private individual, association or company, you can benefit from our solar promotion in a variety of ways through the Stuttgart Solar Offensive.
What is supported?
- Accompanying measures for the planning, construction and commissioning of photovoltaic systems
- Grid-compatible electricity storage systems to increase self-consumption in new photovoltaic systems
- The installation of charging infrastructure for e-vehicles in conjunction with photovoltaic systems
How much funding is available?
- Accompanying measures for PV systems: max. 50% of the costs and max. 50,000 euros, exact amounts per kWp
- Grid-compatible electricity storage: 300 euros per kWp, max. 20,000 euros
- 1,000 euros per charging station/wallbox, 250 euros per charging point, max. 30,000 euros

Upstream charging infrastructure for electromobility: promoting private charging
The funding program was discontinued on 31.12.2023. It is no longer possible to submit an application. Previously received applications will continue to be processed.
The funding for private charging supplemented the Stuttgart solar offensive. The program funded projects on private land where it was not possible or sensible to combine the charging infrastructure with photovoltaics.
What was funded:
- Upstream charging infrastructure for e-charging points without a connection to a photovoltaic system
- Possibility to use urban areas if a house connection is not possible on private land
- Carrying out a pre-check of your property by a qualified specialist company

Installation of heat pumps: heat pump program
With immediate effect, the city of Stuttgart is supporting building owners in purchasing a heat pump. Heat pumps can use geothermal energy, waste heat, wastewater heat or outside air as an energy source.
The switch to underfloor heating or another type of panel heating is also subsidized by a flat-rate grant.
What is subsidized?
- The installation of a heat pump is subsidized
How much is the subsidy?
- Nominal output up to 50 kW: 2,500 - 5,000 euros
- Nominal output >50 kW: 20 % gross investment costs
- Subsidy for geothermal heat utilization: 5,000 euros per special/collector
- Subsidy for use of waste heat/waste water heat: 20 % of gross investment costs

PlusEnergy program
In the PlusEnergy program, among other things, buildings that generate more energy from renewable sources than is needed in the building over the course of the year can receive funding. The funding therefore applies to private individuals, owners' associations, legal entities and associations.
Subsidies for connections to climate-neutral heating networks
Especially in high-density areas, the locally available potential for renewable energies is limited and sometimes difficult to tap. Here, heating networks can be a key component in supplying buildings in these areas with climate-neutral heat. As a property owner, you can benefit from the subsidy program for connecting to climate-neutral heating networks.
What is subsidized?
- Heat transfer station
- House connection line
- Installation and commissioning costs
- House connection cost contributions and construction cost subsidies
How much is the subsidy?
- Subsidy rate is 20 % of the gross investment costs
- Maximum subsidy per application 50,000 euros

Scrapping premium for old household appliances

What is supported?
- Funding is available for the replacement of the following outdated and inefficient household appliances:

Energy efficiency program for companies
Stuttgart's companies contribute to a high quality of life in Stuttgart, but also to 50 percent of the city's overall energy consumption. In the past, however, major energy savings have also been achieved here. Stuttgart supports its companies with its own subsidy program.
What is subsidized?
- Funding is provided for energy consulting and the implementation of efficiency measures in Stuttgart companies.
How much is the subsidy?
- Initial consulting for SMEs: 2 consultant days, max. 1,200 euros
- Detailed consulting for SMEs: 10 % (BAFA subsidizes a further 80 %)
- Subsidy for investments that save at least 25 % final energy or CO2: 20 % of the net costs, max. 50,000 euros.

Grants for e-bikes for families
What is subsidized?
- The purchase or lease of an e-bike (one time per household).
How much is the subsidy?
- In principle, a subsidy of 600 euros per household is provided
- Households with a Bonuscard+Culture receive a further +2,000 euros
- Households with a FamilyCard receive a further 1,300 euros
A household receives a sustainability bonus of 500 euros if no car has been registered or an existing car has been deregistered without replacement after three years.
Subsidies for your own four walls
Anyone who wants to build or purchase a house or apartment or convert their own home to make it barrier-free should contact the city of Stuttgart to find out whether they are eligible for state subsidies.
Greening of courtyards, roofs and facades: Stuttgart Green Program
What is funded?
- Funding is available for green roofs, facades and open spaces, as well as for unsealing and the creation of species-rich flowering areas.
How much funding is available?
- Up to €15,000 per measure and up to €45,000 per property.

Acquisition of residential property: Stuttgart Property Ownership Program
What is subsidized?
The city promotes the construction and acquisition of residential property for owner-occupancy. For this purpose, it grants building subsidies to increase the equity capital
How much is the subsidy?
- Depending on income and number of children, grants between 6,000 - 65,000 euros
- Surcharge for compliance with high efficiency standards (at least KfW 40): 10,000 euros
Barrier-free and age-appropriate living
What is supported?
- Individual adaptations to living space, such as bathroom conversions, door enlargements, stair lifts, access to terraces or balconies, installation of an elevator.
- Barrier-free and age-appropriate design of the outdoor facilities of residential buildings, such as low-step access to building entrances, handrails on both sides, installation of an electric door operator
- Renovation and modernization measures independent of an individual need, such as the installation or extension of elevators, barrier-free and age-appropriate design of the building entrance area or adaptations in the living space.
How much is the subsidy?
- In the case of individual adaptations in the living space, between 60 % and 70 % of the eligible costs of the personal contribution are subsidized, up to a maximum of 10,000 euros per measure and 30,000 euros per living space.
- In the case of outdoor facilities, 50% of the eligible costs of the personal contribution are subsidized; in the case of renovation and modernization measures, a flat-rate subsidy of 3,000 euros per living space applies.
Creation of housing for rent
With this additional municipal funding program, the state capital of Stuttgart aims to help relieve the tight housing market. In particular, private individuals are to be persuaded to convert existing rooms through financial support.
This program supports private individuals, owners' associations and communities of heirs.
What is supported?
- the conversion of unused areas, for example roof and garden areas
- Extension measures such as adding a storey to a building
- The conversion of previously unused commercial (store) premises
- The renovation of vacant living space that is no longer suitable for residential purposes.
One of the prerequisites is that the measures are eligible for planning permission.
How much is the subsidy?
- Anyone who creates new living space receives a grant amounting to 20 percent of the proven investment sum.
- The maximum apartment size is 105 m². As there is a particularly strong demand for small apartments for single households in Stuttgart, an additional subsidy of EUR 2,500 per apartment is granted for apartments up to 45 m².
- The grant recipient is entitled to commission a planning office or architect for an initial assessment. For this, the grant recipient receives a lump sum of 250 euros from the city
Urban gardens
What is supported?
- Small-scale gardening uses are financially subsidized.
- Jointly organized projects, e.g. by civic initiatives, associations, tenants, etc., are supported.
How much is the funding?
- The initial establishment and equipment of community gardens can be subsidized with up to 4,000 euros.
- The maintenance and operation of such gardens can be subsidized with up to 2,000 euros.

Stuttgart public utility
Stadtwerke Stuttgart GmbH (SWS) is a municipal electricity and gas supplier founded in 2011 and wholly owned by the state capital Stuttgart. SWS relies exclusively on renewable energies, completely forgoes nuclear and coal-fired power for electricity generation and avoids climate-damaging CO2 emissions. They are an important player in the urban energy transition.
Stadtwerke Stuttgart has been offering green electricity and gas for private and business customers since February 2013. SWS also generates its own green electricity from its own wind and photovoltaic plants. In addition, the company offers solutions for ecological electricity and heat generation and for increasing energy efficiency. In August 2019, Stadtwerke Stuttgart counted more than 27,000 customers.

The Energy Consulting Center (EBZ)
The Energieberatungszentrum Stuttgart e. V. is the local energy agency in Stuttgart and regional partner of the German Energy Agency (dena). It was founded in 1999 as a non-profit association, operates on a non-profit basis and is financed by membership fees, public subsidies, project funding and energy diagnoses.
What this means for you is that the EBZ provides independent and neutral advice. The EBZ has these interesting offers for you:
- Free initial consultation for your building
- On-site energy diagnosis
- Stuttgart renovation standard (quality management for the renovation of old buildings, which includes all trades)
- Construction supervision
- Preparation of renovation schedules and energy certificates
