Concept for a safe city center
Stuttgart is one of the safest cities in Germany. Safety and cleanliness are essential for peaceful and successful coexistence. People from 170 nations are at home in Stuttgart and should feel safe on the streets and squares of our city. To make this possible, we have developed this concept for a safe city center in Stuttgart.
The package of measures designed to ensure that residents and visitors enjoy spending time in Stuttgart’s city center is as diverse as our city itself. Safety in public spaces is a task for the city as a whole. This has two characteristics: on the one hand, objective safety, in that the commission of crimes is prevented, and on the other hand, subjective safety, in that people can have the feeling of safety. Both aspects will be considered in the present concept.

Safety partnership
Municipality, police and civic engagement
The measures designed are implemented by the Municipal Crime Prevention Unit, the Prevention Department of Stuttgart Police Headquarters, as well as decentrally in the city districts. This professional action has been combined with civic commitment in the Förderverein Sicheres und Sauberes Clean Stuttgart e.V. and the many local civic associations and civic activities, so that the security partnership is based on three pillars: Citizenship, city hall and police.
The common goal remains the same: Stuttgart should remain one of the safest cities in the long term so that all citizens can continue to feel comfortable in the future. This requires a continuation of the security partnership, which has initiated many successful large and small campaigns and continues to do so today.
Fields of action in crime prevention
In order to prevent crime, the Municipal Crime Prevention Department of the City of Stuttgart, the Stuttgart Police Headquarters, the Förderverein Sicheres und Sauberes Clean Stuttgart e.V. (Association for Safe and Clean Stuttgart) and other agencies develop, coordinate and network a wide range of measures and programs. Nevertheless, crime prevention is a task for society as a whole. Not only politicians and the police, but also all governmental and non-governmental agencies, the business community and the media are involved. In addition, it is the citizens themselves who contribute to the prevention of crime through responsible behavior.
Proximity to urban society, creativity, flexibility and practical relevance are the strengths of crime prevention, alongside a high level of expertise, when it comes to overcoming the challenges of the city, districts, local communities and urban neighborhoods. In the context of this realization, the Municipal Crime Prevention Unit of the City of Stuttgart is not only active in crime prevention, but also in conflict prevention and resilience building.
The primary goal of crime prevention is to prevent crime in advance. Informing citizens, companies and other interested parties about criminal phenomena, methods and tricks used by criminals is crucial to this. This also includes highlighting measures that are suitable for the prevention and avoidance of criminal incidents.
Stuttgart has set itself nine thematic priorities for crime prevention.

Police crime statistics include all incidents known to the police that justify suspicion of a misdemeanor or felony, including attempts punishable by law. It does not include misdemeanors, state security and traffic offenses, or crimes committed outside the Federal Republic of Germany. In a comparison of major cities, Stuttgart is one of the safest.

The design of public space has an effect on people’s sense of security that should not be underestimated. Neglected buildings, parks after dark or underpasses and parking garages are just a few examples that create fearful spaces for the population. The aspect of prevention through urban planning must be taken into account for both existing and newly created living spaces - because certain building structures and the so-called incivilities can not only influence whether people feel comfortable in their surroundings, but also have a favorable or deterrent effect on the commission of crimes.

Experts in violence prevention have found that aggressive individuals, regardless of age, increase their propensity for violence as soon as the victim’s resistance is reduced or no resistance is apparent at all. This makes prevention work for all age groups all the more important in order to strengthen self-confidence and trust in one’s own strength.
